Namwon City, Jeonbuk Province, announced on the 28th that applications will be accepted until the budget for the ‘Early Retirement Support Project for Old Diesel Vehicles,’ ‘New Purchase Support Project for LPG Cargo Vehicles,’ and ‘LPG Vehicle Conversion Support Project for Children’s School Vehicles’ is exhausted.
The scale of support for early retirement of old diesel vehicles is about 1,180 units, while the support scale for LPG cargo vehicles and LPG vehicles for children’s school transportation is 25 units and 3 units, respectively.
The support amount for early retirement of old diesel vehicles is up to 8 million KRW for vehicles under 3.5 tons gross weight, based on the standard value from the Insurance Development Institute. For small business owner vehicles and low-income vehicles, an additional 1 million KRW is provided on top of the basic subsidy within the upper limit.
For vehicles without developed or installable reduction devices (corresponding to grade 5), an additional support payment of up to 1 million KRW is provided. For vehicles over 3.5 tons gross weight, support is provided up to 78 million KRW depending on engine displacement.
The eligible vehicles are diesel vehicles with emission grades 4 and 5, road-use type 3 construction machinery (dump trucks, concrete mixer trucks, concrete pump trucks) manufactured under emission standards applied before August 31, 2009, or forklifts or excavators manufactured according to emission standards under Article 79, Paragraph 1, Subparagraph 2 of the Enforcement Rules of the Air Quality Preservation Act.
Support conditions require that the vehicle has been continuously registered in Namwon City for more than six months, has no history of emission reduction device installation or low-emission engine modification through government support, and has been judged to be in normal operation. For grade 4 diesel vehicles, the vehicle must not have had a DPF reduction device installed at the time of release.
Additionally, if the vehicle owner purchases a zero-emission vehicle after early retirement, an additional support of up to 500,000 KRW (for vehicles under 3.5 tons) is provided within the upper limit. This year, additional support is also available for purchasing used vehicles with emission grades 1 or 2 newly registered after November 1, 2022, and Euro 6 or higher diesel vehicles (for vehicles over 3.5 tons and road-use type 3 construction machinery).
If an old diesel vehicle is scrapped and a new LPG 1-ton cargo vehicle is purchased, an additional 1 million KRW is provided separately. When purchasing an LPG vehicle for use as a children’s school vehicle, support of up to 7 million KRW is provided.
Whether a vehicle is a diesel vehicle with emission grades 4 or 5 can be checked on the Vehicle Emission Grade System website. For detailed information, please refer to the announcement posted in the notice section on Namwon City’s website. Applications can be submitted online or in person at the Environment Division and township offices.
A city official said, “As this project greatly contributes to reducing fine dust in daily life, creating a clean and pleasant air environment, and protecting citizens’ health, we hope for active participation from owners of eligible vehicles.”
