"The success or failure of urban maintenance projects essentially depends on the speed of implementation, so when representing legal disputes, we prioritize 'reaching a swift conclusion' above all else."

This is the statement of Yoon Je-seon, lead attorney of the 'Urban Maintenance Team' at Changcheon Law Firm (Judicial Research and Training Institute class 40). New towns developed alongside industrialization in the late 1980s are now facing aging issues, prompting urban maintenance projects such as redevelopment, reconstruction, and remodeling across apartment complexes and residential areas nationwide. Redevelopment and reconstruction associations appoint dozens of service providers including construction companies, specialized maintenance project managers, and architects.

However, various disputes arise among construction companies, service providers, permitting authorities, and association members, which can delay projects. Delays lead to losses for association members, and spending excessive time to achieve desired outcomes may prevent optimal results. External factors such as amendments to the Urban and Residential Environment Maintenance Act, introduction or removal of real estate regulations, and real estate policies must also be considered.

The Changcheon Urban Maintenance Team provides one-stop comprehensive legal services at each stage from the project's inception to its completion to maximize the association's benefits. Attorney Yoon explained, "Once we receive a request from an association, we immediately begin legal review and respond within a few hours," adding, "This rapid processing is possible because we utilize Changcheon's accumulated legal advisory database and have rationally established an internal communication program for responses."

He emphasized, "It is our principle that partner attorneys personally handle all litigation and legal advisory services for the association. The more stages of communication with the association increase, the less prompt the legal advice can be."

Attorney Yoon has built expertise in tax and levy fields by successfully representing major corporations and private school foundations in tax litigation and has recently expanded into urban maintenance. Attorney Lee Joon-seop (Bar Exam 1st class), who has advised numerous redevelopment and reconstruction associations, has also accumulated various successful cases by handling tax and levy reduction lawsuits, invalidation of general meeting resolutions, lawsuits related to appointment and dismissal of association executives, and injunctions prohibiting or suspending association general meetings. As a specialized attorney in maintenance projects, Attorney Kim Ji-yeon (3rd class), who has distinguished herself in lawsuits for compulsory purchase, compensation increase or decrease, and eviction, and Attorney Kim Sung-joong (9th class), who has been active in value-added tax refund lawsuits, cancellation lawsuits for school site levy dispositions, and refund and levy disposition cancellation lawsuits, also participate.

The Urban Maintenance Team's expertise and efforts have resulted in numerous advisory achievements. Representing reconstruction and redevelopment associations in Banpo-dong, Seocho-gu and Gaepo-dong, Gangnam-gu in Seoul, Gwangmyeong-si and Ansan-si in Gyeonggi Province, and various local areas, they have accumulated favorable rulings for associations in urban maintenance fields such as tax and causative burden refunds.

Attorney Yoon stated, "For the success of urban maintenance projects, the assistance of legal experts to resolve disputes and smoothly advance the project is essential," adding, "We will continue to play a role not only in supporting project implementation but also in directly contributing to the association's benefits by reducing or refunding costs such as taxes, public sewage facility construction fees, and national or public land purchases spent on the project."
