The Korea Communications Commission announced a legislative notice on the amendment of the Enforcement Decree of the Broadcasting Act for the separate collection of broadcasting fees for KBS and EBS on the 16th.
Article 43, Paragraph 2 of the current Enforcement Decree of the Broadcasting Act stipulates that "when the designated person collects the broadcasting fee, it may be carried out in conjunction with the notification act related to the designated person's inherent duties." This will be amended to "prohibit the person designated by the Korean Broadcasting System from notifying and collecting the broadcasting fee in conjunction with notification acts related to their inherent duties." This prohibits the current method of combining TV broadcasting fees with electricity bills collected by Korea Electric Power Corporation.
The legislative notice period is 10 days. Institutions, organizations, and individuals with opinions on the amendment can submit their opinions online through the National Participation Legislation Center or submit written opinions to the Korea Communications Commission by the 26th.
This amendment to the Enforcement Decree is expected to be completed within three months. After the legislative notice period ends, the Korea Communications Commission plans to conduct regulatory review and then approve the amendment. Subsequently, it will undergo review by the Ministry of Government Legislation, deliberation and approval by the Vice Ministerial Meeting and the Cabinet Meeting, and finally be ratified by the President.
Previously, the Presidential Office recommended the measure for separate collection of TV broadcasting fees, and the Korea Communications Commission held a plenary meeting on the 14th to propose the amendment and receive a report on its contents. Regarding whether to accept the agenda item, three commissioners voted, and it was approved by a 2 to 1 vote.
