Songpa-gu (Mayor Seo Gang-seok) announced that it has conducted Seoul’s first ‘Housing Rental Business Operator Capacity Building Education’ targeting rental business operators who face difficulties in understanding mandatory requirements due to frequent legal amendments and policy changes.


More than 500 rental business operators, exceeding the number of applicants, gathered at the training venue, creating a heated atmosphere.


Seo Gang-seok, Mayor of Songpa-gu, stated, “I know many rental business operators call the district office with frustration due to the complicated changes in laws and the standards for penalty imposition. We intend to provide clear explanations through this opportunity,” explaining the background for conducting Seoul’s first capacity building education for rental business operators.


Songpa-gu manages 20,621 rental business operators, the highest number nationwide. Recently, legal amendments expanding the obligations of rental business operators have been continuously made. The district office focused on the fact that failure to comply due to lack of awareness could result in penalties of up to 30 million KRW, tax benefit recovery, and registration cancellation.


Seong Chang-yeop, President of the Korea Housing Rental Association, who participated in the education, shared his thoughts: “In the midst of confusing policy changes, it is very welcome that Songpa-gu prepared the most necessary education that should have been conducted, and the interest among members is high.”


The ‘Housing Rental Business Operator Capacity Building Education’ was conducted in three parts: ▲Part 1 ‘Private Rental Housing System and Public Obligations’ ▲Part 2 ‘Tax Benefits for Rental Business Operators’ ▲Part 3 ‘Legal Risk Management of Lease Contracts.’


Part 1 was led by a staff member from Songpa-gu’s Housing Management Division, focusing on essential information rental business operators must know. It explained that private rental business operators must fulfill public obligations such as lease contract reporting, rent increase restrictions, and rental deposit guarantee subscription, and specified that violations could result in penalties and other disadvantages.


Jeong Sang-yeop, who registered as a rental business operator in Songpa-dong, Songpa-gu since 2012, said, “I was impressed by how the district office staff explained point by point the issues that operators are most curious about on-site,” adding, “Especially, the guidebook distributed feels like a treasure among all materials distributed by the district office.”


In Part 2, Yang Jeong-hoon, Deputy Director of Chungjeong Tax Corporation, served as the instructor, providing useful information on tax reduction benefits for rental business operators, focusing on housing holding taxes such as property tax and comprehensive real estate tax.


In the final Part 3, Kim Seong-ho, head of the Law Office Jasang, explained precautions to prevent disputes during lease contracts based on actual cases.


Additionally, for rental business operators who could not attend the education, the district office separately sent the ‘Rental Business Operator Compliance Guidelines’ by mail in May. The guidelines included a total of 10 mandatory compliance items, application procedures, and key tax support information.


Seo Gang-seok, Mayor of Songpa-gu, said, “We will carefully manage and inform rental business operators so that they can comply with public obligations without difficulty despite many changes,” adding, “Songpa-gu will continue to conduct customized education on various topics to promote rental housing activation and ensure tenants’ housing stability.”
