The Korea Communications Commission (KCC) is taking the lead in preventing illegal spam damage through comprehensive promotion. On the 13th, the Broadcasting and Communications Office under the KCC announced, "In order to reduce the social and economic damage to the public caused by recent spam reception, we will conduct large-scale promotional activities to prevent illegal spam transmission and damage." This is aimed at prevention as illegal spam has recently been used as a means for financial crimes such as illegal loans and voice phishing (telephone financial fraud).

The main promotional activities include ▲ broadcasting subtitle messages through broadcasters ▲ advertising on major electronic billboards nationwide ▲ co-hosting an ‘Online Briefing on the Act on Promotion of Information and Communications Network Utilization and Information Protection (Information and Communications Network Act)’ with the Korea Internet & Security Agency (KISA) and producing and distributing promotional materials ▲ promoting publicity through related organizations. Since 2019, the KCC has been broadcasting subtitles to prevent illegal spam transmission and damage. From the 14th to the 27th, subtitles such as 'Recently, spam messages related to illegal loans, gambling, etc. are increasing, and they can be used for voice phishing crimes, so users need to be especially cautious' will be broadcast on various member broadcasting channels including terrestrial broadcasters, comprehensive programming providers (PP), news PPs, the Korea Cable TV Broadcasting Association, and the Korea IPTV Broadcasting Association.


In addition, from the 1st, notices on how to report illegal spam and raise awareness are being broadcast on 38 major large electronic billboards nationwide. Along with this, the KCC will hold an ‘Information and Communications Network Act Online Briefing’ on the 27th targeting businesses and the public in cooperation with KISA. New promotional materials (leaflets) containing illegal spam damage cases, response guidelines and reporting methods for smishing damage cases such as impersonation of family members and public institutions will be produced and distributed (about 1,000 copies) to related organizations and education recipients. Especially this year, in cooperation with the Life Insurance Association and the General Insurance Association, educational videos and guides on the Information and Communications Network Act will be posted on their websites, and promotional materials will be disseminated to member companies, actively striving for promotional activities to prevent illegal spam transmission and damage.


Acting Chairman Kim Hyo-jae said, “Illegal spam can be used as a lure for crimes such as illegal loans, gambling, and voice phishing, so prompt reporting and prevention are actively required.” He added, “The KCC will continue efforts to strictly punish illegal spam transmitters and reduce damage to the public caused by illegal spam.”
