183 Dedicated Prosecutors and Investigators Assigned to 54 Prosecutor's Offices Nationwide
As a result of designating 71 'Jeonse Fraud Dedicated Prosecutors' at prosecution offices nationwide and conducting 'responsible investigations,' the investigation period has been significantly shortened.
On the 8th, the Supreme Prosecutors' Office announced that it is establishing a close investigative cooperation system with the Ministry of Land, Infrastructure and Transport and the National Police Agency to eradicate large-scale and organized Jeonse fraud crimes, and is responding strictly to Jeonse fraud crimes throughout all stages of the criminal procedure.
Since October last year, the prosecution has designated 71 dedicated prosecutors and 112 dedicated investigators at 54 prosecution offices nationwide to conduct responsible investigations, directly handling supplementary investigations, prosecution, and trials after cases are transferred from the police.
The Jeonse Fraud Dedicated Prosecutors actively respond from the police investigation stage by ▲pre-reviewing police warrants and legal applications ▲participating in court hearings for detention warrants in major police cases ▲submitting additional opinions on detention, thereby conducting investigations promptly.
In particular, by establishing a 'Prosecution-Police Hotline' in seven major regions nationwide and consolidating capabilities across ministries, the efficiency of investigations has improved, resulting in a significant reduction in the investigation period for Jeonse fraud. For example, while the investigation of the Three Mothers Jeonse Fraud case took 15 months by prosecution and police, the Construction King Jeonse Fraud took 8 months, and the Guri Jeonse Fraud was shortened to 4 months.
Furthermore, the prosecution prioritizes victim recovery and actively maintains prosecutions to ensure that sentences commensurate with the crimes are imposed, including requesting the maximum statutory penalty when multiple victims are involved.
Additionally, the prosecution detects and punishes key accomplices such as licensed real estate agents and behind-the-scenes conspirators, and is actively considering applying the 'criminal organization' law to large-scale and organized Jeonse fraud crimes. In fact, the prosecution has applied the criminal organization law to prosecute a Jeonse fund loan fraud organization.
The prosecution plans to respond strictly to Jeonse fraud crimes that target the entire property painstakingly saved by youth and ordinary citizens through organic cooperation with the Ministry of Land, Infrastructure and Transport and the police.
