Nowon-gu, the first autonomous district in Seoul to implement Kakao AlimTalk delinquency notification service
Solves issues of undelivered or lost paper notices and reduces risk of personal information leakage

Nowon-gu (Mayor Oh Seung-rok) announced that the 'Kakao AlimTalk Delinquency Notification' project, the first of its kind among Seoul's autonomous districts, will be expanded to all districts in Seoul starting in the second half of this year.
The 'Kakao AlimTalk Delinquency Notification' project is a service that delivers delinquency notices and details regarding unpaid local taxes, fines, and penalties after reminder notices via KakaoTalk. The district devised this service to resolve issues such as undelivered paper notices due to address mismatches, complaints about additional charges, and concerns about loss due to long-term neglect.
According to the Local Tax Act, mobile electronic delivery is only possible upon the payer's request for the 'initial' local tax imposition and reminder notices; however, for 'delinquent cases after reminder notices,' mobile delivery is possible without the payer's consent based on the Electronic Documents Act, which the district utilized.
Even if the mobile phone number is unknown, if the recipient uses KakaoTalk (including users of budget phones and overseas carriers), delinquency details can be sent via AlimTalk. The notice can only be viewed through identity verification, minimizing the risk of personal information leakage. Immediate payment is also possible using various methods such as Seoul's local tax internet payment system eTax, ARS, and dedicated payment accounts.
In fact, collection has expanded for overseas long-term residents, taxpayers whose registered address differs from their actual residence, and foreigners who have difficulty receiving paper notices. Compared to the same period last year, collections increased by approximately 560 million KRW, with a total of 4.2 billion KRW in delinquent local taxes collected in the first quarter of this year.
Accordingly, on the 24th of last month, at the local tax system improvement idea contest attended by 100 tax officials from Seoul and 13 autonomous districts, this project was selected as the best case. Furthermore, starting in the second half of this year, the Kakao AlimTalk delinquency notification project will be expanded to all autonomous districts in Seoul.
To alleviate the inconvenience of office workers who find it difficult to visit the district office during weekdays, the district operates a 'Nighttime Tax Consultation Civil Service Office' every Wednesday from 6 PM to 8 PM. Reflecting residents' demand and high satisfaction, since March this year, the number of available consultation slots has been increased from 6 to 12, with advance reservations accepted.
Currently, the 'Nighttime Tax Consultation Civil Service Office,' staffed by district tax department employees and 28 volunteer tax accountants, has provided free consultations to a total of 166 people through May of this year.
Recognizing these improvement efforts, the project was the only one among 306 institutions nationwide to be selected as an excellent effort institution in the 2022 Comprehensive Civil Service Evaluation hosted by the Ministry of the Interior and Safety and the Anti-Corruption and Civil Rights Commission, receiving a commendation from the Minister of the Interior and Safety.
Oh Seung-rok, Mayor of Nowon-gu, said, "I am pleased that the KakaoTalk delinquency notification project, which has contributed to the convenience of Nowon-gu residents in tax payment and increased revenue, was selected as an excellent case and will be expanded throughout Seoul. We will continue to strive to provide tax administrative services that are closer and easier from the residents' perspective."
