Seongbuk-gu Operates Jeonse Damage Support Center

Unified work processing to promptly support tenants affected by Jeonse fraud

A total of 14 cases are currently being processed as of the 5th

Seongbuk-gu (District Mayor Lee Seung-ro) has begun supporting victims in accordance with the enforcement of the ‘Special Act on Support for Jeonse Fraud Victims and Housing Stability.’

The district established the ‘Jeonse Damage Support Center’ on the 9th floor of the government building in the Housing Policy Division and unified work processing to promptly assist tenants affected by Jeonse fraud.

When residents who have suffered Jeonse damage report their cases to the Jeonse Damage Support Center, the center requests government data from related agencies, investigates whether the victim meets the criteria and the facts of the damage, and immediately notifies the Seoul Metropolitan Government of the received cases.

To qualify as a Jeonse fraud victim, tenants must have completed housing delivery and move-in registration, obtained a fixed date certificate, have a lease deposit of 500 million KRW or less, multiple tenants affected, and meet conditions such as the landlord’s intention to default on the return of the deposit.

As of the 5th, a total of 14 cases are being processed. The determination of victims is notified to tenants within 60 days after deliberation and resolution by the Ministry of Land, Infrastructure and Transport committee. If there is an objection to the result, an objection can be filed within 30 days, and the re-examination result can be received within 20 days.

According to the Special Act, Jeonse fraud victims can receive support such as ▲ postponement of auction or sale of the damaged housing ▲ priority purchase rights for victims ▲ tax installment collection ▲ conversion of damaged housing to public rental housing ▲ auction support (auction and public sale agency support) ▲ financial support (interest-free Jeonse loans with priority repayment) ▲ financial support when purchasing foreclosed or new housing ▲ recognition and support as emergency welfare recipients.

Residents wishing to report must submit a copy of the lease contract, a copy of their ID, a consent form for personal information provision and inquiry, a resident registration abstract, and for damage verification, documents such as ▲ landlord’s bankruptcy declaration or personal rehabilitation commencement decision ▲ enforcement order confirmation documents ▲ lease registration documents ▲ damage statement to the Jeonse Damage Support Center in the Housing Policy Division of the district office.

Additionally, the district provides free legal counseling and psychological counseling support services in cooperation with related departments and guides residents to livelihood support systems if necessary.

Lee Seung-ro, Mayor of Seongbuk-gu, said, “As many people are suffering from Jeonse fraud issues, we will promptly carry out support work for Jeonse fraud victims to protect the property rights of Seongbuk residents and ensure housing stability.”

Seongbuk-gu is also actively making efforts to create a safe housing lease market.

In addition to actively promoting major obligations that are easy to violate to registered rental business operators, the district discusses and cooperates with the Seongbuk branch of the Korea Association of Realtors Seoul Northern Branch on preventing Jeonse fraud and trustworthy real estate listing and advertising rules.

Furthermore, from the citizens’ perspective, the district produced an easy-to-understand Jeonse fraud prevention card news and posted it on the Seongbuk-gu Office website and SNS to raise awareness of precautions during real estate lease contract processes.
