Yongsan-gu to Conduct Detailed Safety Inspection Service for Cheonghwa Apartment Reconstruction This Month

Cheonghwa Apartment Marks 42 Years Since Completion... Reconstruction Decision Expected Within the Year

UN Command Site and Hannam 2 District Redevelopment Booming



Yongsan-gu will carry out a detailed safety inspection service to determine the reconstruction status of Cheonghwa Apartment in Itaewon.


A detailed safety inspection is the final step to decide whether an apartment that has passed the preliminary safety inspection will proceed with reconstruction, serving as the first gateway for reconstruction projects.


Cheonghwa Apartment (Itaewon-dong 22-2 and one other) was completed in 1982 and is now in its 42nd year. It is a large complex with 10 buildings, each 12 floors above ground, totaling 578 households. The site area is 47,872㎡, and the total floor area reaches 94,176㎡.


Cheonghwa Apartment established a reconstruction promotion committee in 2009 and passed the preliminary safety inspection in 2014, but the project was canceled that same year due to insufficient consent rate for the detailed safety inspection.


The Cheonghwa Apartment Housing Reconstruction Maintenance Project Association Promotion Committee requested Yongsan-gu to conduct the detailed safety inspection in February. The inspection service cost totals 265.32 million KRW. According to the 'Seoul Metropolitan City Urban and Residential Environment Maintenance Ordinance,' the party requesting the safety inspection bears the cost.

The district office has been proceeding with administrative procedures such as selecting the safety inspection agency since March and will begin the service this month. The evaluation areas are residential environment (30%), building finishing and equipment aging (30%), structural safety (30%), and cost analysis (10%). By the end of this year, the apartment will be classified and judged as maintenance required (score above 55), conditional reconstruction (score above 45 to 55), or reconstruction (score 45 or below).


Cheonghwa Apartment is located a 5-minute walk from Itaewon Station on Subway Line 6. To the northwest lies the UN Command site (Itaewon-dong 22-34 area), to the northeast is Hannam 2 District, and to the southeast is Korea Polytechnic University Jeongsu Campus.


The UN Command site, which broke ground in January this year, covers a site area of 51,753㎡. The development of a complex facility including 420 apartment units, 723 officetel units, and retail, cultural, and accommodation facilities is scheduled for completion in 2027.


Hannam 2 District entered the main phase of the project last November with the selection of a construction company. The site area is 114,580.6㎡. Through redevelopment, new apartment buildings and auxiliary welfare facilities will be constructed, ranging from 6 basement floors to 14 above-ground floors, with a maximum height of 40.5 meters. The total number of households will be 1,537, with 1,299 units for sale (38?155㎡) and 238 units for rent (38?51㎡).


Kim Seonsu, Acting Mayor of Yongsan-gu, said, “With the government's easing of reconstruction regulations earlier this year, the reconstruction clock for Cheonghwa Apartment, which had been stopped for the past decade, is now ticking again. We will make every effort to ensure that redevelopment in the Itaewon area proceeds smoothly.”
