Jinju Specialized Childcare Center for Disabled Children, Strict Measures Taken in Abuse Case

Notification of Administrative Disposition Decision: 6-Month Suspension of Operation and Qualification

Jinju City, Gyeongnam Province, announced on the 2nd that it decided to impose administrative sanctions of a 6-month suspension of operation for the daycare center where child abuse occurred and a 6-month qualification suspension for the director and childcare teachers, in accordance with the Infant Care Act on May 31.


The suspension period for the daycare center's operation is from September 1, 2023, to February 29, 2024, considering the transfer of all enrolled children.


However, the daycare center suddenly notified parents on the 31st to stop attending. In an apology letter released that morning, the daycare center stated, "No matter how many times we apologize, it is not enough when thinking about the disappointment, betrayal, and pain felt by the affected children and their parents," and added, "We feel infinite responsibility for neglecting the management and supervision of the teachers."

Later that day at 1 p.m., the daycare center reported the dismissal of all 11 staff members excluding the director, including childcare teachers, cooks, and drivers, and notified parents to stop sending their children from June 1.


In response to the sudden suspension notice from the daycare center, Jinju City contacted parents by phone to guide them to immediately available daycare centers and after-school support services. Additionally, the city sent an official letter to the daycare center requesting a plan for the disposition of the childcare children and the recruitment of childcare staff by June 1.


On the morning of the 1st, the city visited the daycare center to discuss the center’s position and future plans regarding this situation, but the daycare center was closed, and the director was unreachable.


Currently, among the 19 enrolled children at the daycare center, 7 full-day children have been admitted to a local daycare center for children with disabilities or are being cared for at home, and 12 after-school children have been guided to use school after-school classrooms or after-school support service centers.


Meanwhile, Jinju City plans to promptly resolve the confusion regarding the transfer of all children and to strictly take administrative action against the daycare center’s operating corporation in accordance with the Infant Care Act.
