Goseong-gun, Gyeongnam Enhances Field Response Capabilities of Public Officials to Malicious Complaints

Conducted Mock Drill to Prepare for Unusual Civil Complaints

Goseong-gun, Gyeongnam Province, conducted a joint police simulation training within the Open Civil Complaints Division of the county office to respond to unusual civil complaints.


The training, held on May 31, focused on enhancing on-site response capabilities to protect civil complaint officers from verbal abuse and assault by malicious complainants and to prevent secondary damage to visiting complainants.

Assuming a situation where a complainant verbally abuses or assaults a public official, the simulation training was conducted according to the public officials' civil complaint response manual, including ▲attempts to calm and mediate unusual complaints ▲recording and filming after prior notice to the complainant ▲activation of the emergency bell in the civil complaint office ▲evacuation of the affected official and visiting complainants ▲subduing the offending complainant with security guards and handing them over to the dispatched police.


Yoo Jeong-ok, head of the Open Civil Complaints Division, said, “Illegal acts such as verbal abuse and assault cause anxiety not only to civil complaint officers but also to visiting complainants, and cause many inconveniences such as reducing the efficiency of complaint handling. We will do our best to improve our ability to respond to emergencies by conducting regular simulation training in the first and second half of the year to provide safe and efficient civil complaint services to the residents.”


Goseong-gun has distributed portable protective equipment to the main office civil complaint office and the civil complaint departments of towns and townships to protect civil complaint officers from illegal acts by complainants and improve the quality of civil complaint services. Efforts are being made, such as installing emergency bells connected to the police station so that the police can respond immediately when an incident occurs.
