Gyeonggi-do to Handle Jeonse Damage 'Application, Investigation, Finance, and Legal Consultation' Collectively from the 1st Gyeonggi Provincial Government

Starting from the 1st, Gyeonggi Province will provide one-stop support for victims of jeonse fraud, from receiving victim determination applications to damage investigations, financial assistance, and legal consultations.


Gyeonggi Province announced that the "Special Act on Support for Jeonse Fraud Victims and Housing Stability," which includes provisions such as delegating the authority to investigate damage facts for selecting support targets for jeonse fraud victims to city and provincial governors, came into effect on the 1st.


Under the enforcement of the Special Act, when a jeonse fraud victim tenant applies for victim determination at the Gyeonggi Jeonse Fraud Victim Support Center, the center will conduct an investigation to verify whether the victims qualify for support under the Special Act.


The determination of victim status will be made within 60 days after the center’s investigation and review and resolution by the Ministry of Land, Infrastructure and Transport committee. If there is an objection to the decision, an appeal can be filed within 30 days, and the results of the re-examination will be received within 20 days.


To ensure smooth progress of victim determinations, one Gyeonggi Province employee will be dispatched to the Jeonse Fraud Victim Support Team under the Ministry of Land, Infrastructure and Transport, which is scheduled to be newly established on July 1.


To facilitate smooth damage investigation operations, Gyeonggi Province reorganized the Jeonse Fraud Victim Support Center, which was previously operated as a single team, into a counseling team and a support team.


The counseling team is responsible for receiving jeonse fraud victim confirmation certificates, financial and legal consultations, which were previously supported through the Housing and Urban Guarantee Corporation (HUG). The support team handles the receipt of victim determination applications under the Special Act, damage investigation tasks, and support for emergency housing relocation costs and living expenses for jeonse fraud victims, which Gyeonggi Province plans to implement independently.


With this reorganization, Gyeonggi Province can directly investigate damage status and provide prompt support to victims, as well as handle everything from application receipt to victim support in one place.


Earlier, Gyeonggi Province opened the Jeonse Fraud Victim Support Center on the 2nd of last month at the former Paldalsan Gyeonggi Provincial Government building with a staff of 25. By the 26th of last month, 455 victims had visited the center and received a total of 1,351 consultations.
