Dongdaemun-gu Implements Crowd Simulation Service... Efficient Response by Predicting Crowded Areas in Advance
Full Effort to Prevent Crowd Accidents through Road Environment Improvement and Safety Facility Enhancement

Dongdaemun-gu (Mayor Lee Pil-hyung) announced that it will implement a ‘Crowd Simulation Service’ to establish a ‘Crowd Management System’ that effectively responds according to risk levels by predicting crowded areas in advance.
To prevent large-scale casualties like the ‘Itaewon Disaster,’ the district plans to collect big data such as pedestrian volume, pedestrian flow, and spatial information mainly around Cheongnyangni Traditional Market and university areas (Kyung Hee University, Hankuk University of Foreign Studies), where crowds gather. Through scenario-based simulations, it aims to predict crowded areas and prevent accidents.
The ‘Crowd Simulation Service’ is scheduled to be completed by the end of August. Based on the results, the district will focus on preventing crowd accidents by improving road environments, installing real-time risk alert devices (electronic signboards, logo projectors), and analyzing crowd density through intelligent CCTV installations in crowded areas.
The crowd density analysis using intelligent CCTV will display alert notifications on the district’s disaster safety situation board according to risk levels. Situation room staff will monitor the site via screens and share information with Seoul City, police, and fire departments, enabling rapid responses such as traffic control and crowd dispersion depending on the risk level.
Lee Pil-hyung, Mayor of Dongdaemun-gu, stated, “Unlike past crowd management relying on empirical judgment, we will strive to create a safe living environment anywhere in Dongdaemun-gu where residents can live with peace of mind through proactive safety management using various scientific analysis techniques.”
