A man who caused a disturbance by taking off his clothes and blocking the front of a female driver's car in a parking lot in Gangnam, Seoul, was fined.


According to an MBC report on the 30th, female driver A discovered the man around 1:30 a.m. on the 28th as she was trying to leave the parking lot. A immediately called the police, saying, "A man is lying on the ground at the parking lot entrance, so I can't get out."

At the time, A was alone in her car and, after honking several times without the man getting up, she had no choice but to report it. The dashcam footage released to the media shows the man who was lying down soon sitting up and taking off his shirt. He then approached the vehicle, took off his pants, sat down, and grabbed the parking fee payment machine while wearing only his underwear. The man then walked toward the car, leaned on the hood, and lowered his head deeply.


A said, "When I first saw the man, he was motionless, so I thought he was very drunk," and she told the media, "I felt scared, uncomfortable, and angry. I was really relieved to be inside the car, and if I hadn’t been, I think he might have run away or done something else even if I had reported it."


When the police car arrived, the man quickly moved away from the vehicle. He told the police, "I was drinking with acquaintances, and when I came to my senses, the police officers were there."


However, A’s discomfort did not end there. The police initially tried to resolve the matter by giving the man a warning and sending him home.


In response, A said, "The police came and said they would just warn him and send him home, but when I got angry and said I wanted them to do everything they could, they finally checked his identity, helped him put on clothes, and told him 'this is not acceptable.'"


Meanwhile, exposing one’s private parts in a public place can be punished under the Minor Offenses Act. The police, after investigating the circumstances with the man, reportedly applied the minor offense provisions and imposed a fine.
