Songpa-gu Establishes ‘Comprehensive Regulatory Improvement Plan’ Discovering a Total of 35 Unreasonable Regulations

Urging Regulatory Improvements Despite the Cultural Heritage Administration’s Dictatorship over Pungnap-dong Cultural Assets and the Full Lift of Land Transaction Permission Zone in Jamsil-dong

Songpa-gu (Mayor Seo Gang-seok) announced on the 30th that it has achieved the result of discovering a total of 35 unreasonable regulations by establishing a ‘Comprehensive Regulatory Improvement Plan’ to enhance the quality of life of its residents.

Seo Gang-seok, Mayor of Songpa-gu, stated, “First, we plan to organize all unnecessary regulations at the district office level, starting with small ones,” and added, “We initiated the comprehensive plan to make efforts to discover new regulatory reforms and to review proposals for related legal amendments.”

First, the district held a regulatory improvement idea contest in March, where residents directly identified regulatory improvement tasks.

Among the total of 18 ideas submitted over two weeks, four regulatory improvement cases were finally selected through evaluation by a panel of external experts.

The excellent regulatory reform ideas proposed directly by residents included ‘Improvement of public library usage methods among family members,’ ‘Online issuance of Multi-child Cards and expansion of multi-child verification documents,’ ‘Improvement of Eco Mileage incentive payment methods,’ and ‘Simplification of application procedures for eco-friendly boilers for low-income households.’

In particular, ‘Online issuance of Multi-child Cards and expanded recognition of multi-child verification documents’ was recognized as a good example of improving practices and received an encouragement award as an idea that enhances convenience in residents’ daily lives.

The district plans to propose to Seoul City the ‘online issuance’ of Multi-child Cards, which was previously only possible by visiting community centers, and a supplementary measure allowing multi-child discounts with verification documents in case of card loss.

With a mindset of ‘creativity and innovation,’ the district is also passionate about proactive administration for residents. During the project implementation, based on inconveniences reported by residents, employees discovered eight shadow behavior regulations.

Additionally, nine unnecessary projects causing administrative delays were decisively streamlined through a work diet, creating a work environment focused on ‘selection and concentration.’

Going forward, the district plans to immediately improve internal regulations through amendments to ordinances and rules, and respond to central laws or Seoul City regulations with strong proposals for regulatory improvements.

The district strongly voices opposition to the Cultural Heritage Administration’s excessive ‘cultural asset regulations’ on Pungnap-dong and urges improvement of excessive regulations by other agencies that threaten residents’ fundamental rights, such as advocating for the full lift of the ‘land transaction permission zone’ designation in Jamsil-dong.

Seo Gang-seok, Mayor of Songpa-gu, said, “Unnecessary regulations are one of the main causes that hinder free business activities and cause inconvenience to residents’ lives,” and added, “We will continue to actively promote regulatory improvement work while listening to the voices of residents.”
