Strengthening Housing Safety Nets by Reducing Information Gaps and Minimizing Damage in Monthly Rent Contracts



Eunpyeong-gu (Mayor Kim Mi-kyung) has been offering the 'Monthly Rent Safe Contract Assistance Service' since the 2nd of this month.


This is to support single-person households, such as young adults with little contract experience, in securing safe housing.


Recently, the monthly rent market has been exposed to risks such as empty deposit leases, deposit embezzlement, and illegal building rentals, with victims increasing due to the organization and sophistication of fraud.


As of the end of 2022, Eunpyeong-gu has 85,908 single-person households, accounting for 40.2% of all households. The proportion of monthly rent residents is very high at 83.3%.


Accordingly, Eunpyeong-gu is implementing various measures to prevent real estate contract damages. Licensed real estate agents with brokerage experience and expertise are appointed as Housing Safety Managers to provide services such as monthly rent contract consultations, housing search support, and accompanied house viewings.

Housing Safety Managers provide guidance on important points in housing lease contracts, verification of registry and building ledger, and information about the intended residence. If a single-person household feels uneasy about viewing a house alone, the manager accompanies them and offers advice on-site.


The consultation office operates every Monday and Thursday afternoon. Those wishing to consult can apply online through the Seoul Single-Person Household Portal or apply by phone at the district office’s Family Policy Division consultation office. Detailed information can be found in the announcements section on the district office website.


Additionally, the district office website’s functionality has been improved to allow residents easy access to and use of real estate transaction information such as actual transaction prices. The structure allows users to move to the relevant screen of the Seoul Real Estate Information Plaza via a link in a banner posted on the main news section of the district office website.


A resident in their 40s who recently used the Monthly Rent Safe Contract Assistance Service before signing a lease expressed great satisfaction with the procedure and professionalism, saying the kind advice greatly helped resolve difficulties and that they would actively recommend the service to others.


Kim Mi-kyung, Mayor of Eunpyeong-gu, said, “Information gaps due to first-time contracts, lack of education, and changes in real estate market policies can cause difficulties during monthly rent contracts. We will do our best to protect residents’ valuable assets by preventing real estate contract damages and actively supporting single-person households in need, aiming for stable local settlement and strengthening housing safety nets.”
