Eradicating Abuse of Power, Verbal Abuse, and Dehumanizing Behavior
County Governor Kim Seong: "We Will Establish Communication Channels to Foster an Honest Organizational Culture"
On the 30th, Jangheung-gun, Jeollanam-do, announced that it held a “Resolution Rally to Eradicate Workplace Power Abuse” for department heads and town and township chiefs at the county office conference room.
This resolution rally was organized to eradicate various power abuse behaviors such as verbal abuse and dehumanizing remarks using one’s superior position.

To prevent power abuse in the workplace and foster an honest organizational culture, senior public officials first reaffirmed their commitment to practice.
The resolution included pledges not to engage in △personal attacks △sexual jokes △forcing participation in gatherings and drinking △invasion of personal privacy △inappropriate forms of address △unnecessary overtime or holiday work demands △work-related calls or KakaoTalk messages outside working hours △unjust budget execution requests.
The pledge was read aloud by Im Yong-hyun, Director of Planning and Public Relations (Local Government Officer), representing the senior public officials.
The senior public officials pledged to take the lead in creating a horizontal organizational culture with communication and consideration for members of the organization, and delivered the resolution to the county governor.
Governor Kim Seong said, “I ask senior public officials to take the lead with a proactive attitude to ensure that an honest culture takes root within the Jangheung-gun organization and to drive change in the public service community.”
He added, “To eradicate power abuse, mutual respect, consideration, and efforts to communicate are absolutely necessary,” emphasizing, “We will establish an honest organizational culture through the creation of communication channels.”
Jangheung-gun operates a voluntary reporting center for power abuse victims and a power abuse reporting window on the county website. Anyone, including Jangheung residents and public officials, can report, and third-party reports from witnesses of power abuse are also accepted.
All information, including the reporter’s identity, will be handled with strict confidentiality.
On the 22nd, Jangheung-gun conducted anti-corruption and integrity education for all employees and plans to provide tailored education for senior public officials in June to improve integrity, innovate the internal organization, and spread consensus on an honest culture.
