Foreign National Caught Driving with Two Women Sitting on Passenger Car Window

Both Driver and Woman Are Kazakhstani

A man in his 30s, a foreign national, was caught by the police for driving a passenger car with two women sitting astride the windows on both sides of the vehicle.


According to Yonhap News on the 26th, the Yeonsu Police Station in Incheon announced that they have booked A (39), a Kazakhstani national, without detention on charges of reckless driving under the Road Traffic Act and are investigating him.


A is suspected of dangerously driving his K5 vehicle on a road in Okryeon-dong, Yeonsu-gu, Incheon, heading toward Yeonsu-dong, for about 100 meters around 6:15 p.m. on the 24th.

In a video filmed by a reporter, two women, B (27) and C (22), were seen sitting astride the rear seat windows of the car driven by A, with their bodies sticking out. Both B and C are also known to be Kazakhstani nationals like A. One of the women even stretched her hand toward the sky while sitting astride the car window and then went back inside the vehicle.


After receiving the report, the police checked the vehicle and requested A to appear. He voluntarily appeared at the police station the day before and was questioned. The two women, including B, also appeared as witnesses.


During the police investigation, A stated, "I told B and C not to do that because it was dangerous." B explained, "My younger sibling recently gave birth to a child, so we were happy," and added, "This behavior is not a problem in our home country, so I thought it would be okay in Korea as well."


Earlier, there were suspicions that they might have committed reckless driving such as "kalchigi" (sudden lane changes), but after checking nearby closed-circuit television (CCTV), the police found no signs of sudden acceleration or lane changes. It was also confirmed that A and the others were not under the influence of drugs or alcohol at the time.


A police official said, "Since all of them are Kazakhstani nationals, we believe this incident occurred because the Road Traffic Act differs from Korea’s," adding, "If it is judged to be a violation of basic order, B and C may also be fined, so we are looking into this matter further."
