Advanced Strategic Industry Specialized Complex to be Announced in July... 21 Regions Completed Applications

The government has embarked on establishing advanced specialized complexes to foster the national advanced strategic industry ecosystem, including semiconductors, displays, and secondary batteries, which hold high economic and security value. A total of 21 regions have applied for designation as specialized complexes in these three fields, and after detailed discussions next month, the announcement is scheduled for July.


The government views advanced strategic industries as having strategic value beyond just industrial significance, making state-led industrial development essential. Accordingly, it has moved to designate 15 national industrial complexes and specialized complexes as a way to secure overwhelming manufacturing capabilities. Nam Kyung-mo, Director of the Industrial Policy Division at the Ministry of Trade, Industry and Energy, stated, "If new national industrial complexes represent hardware support such as land selection, specialized complexes provide various software support aspects like research and development (R&D) personnel training." Following the announcement of 15 national industrial complexes in March, the government has currently completed the application process for specialized complex selection.


According to the list released by the government, 21 regions are competing to attract advanced specialized complexes across the semiconductor, display, and secondary battery sectors. In the semiconductor sector, a total of 15 applications were received: ▲Gyeonggi 8 cases (Yongin, Pyeongtaek, Icheon, Hwaseong, Namyangju, Anseong, etc.) ▲Incheon 1 case ▲Chungbuk 1 case ▲Daejeon 1 case ▲Jeonnam·Gwangju 1 case ▲Gyeongbuk 1 case ▲Busan 1 case. In the display sector, one application was submitted from the Chungnam region. For secondary batteries, five applications were received: ▲Chungbuk 1 case ▲Gyeongbuk 2 cases (Pohang, Sangju) ▲Ulsan 1 case ▲Jeonbuk 1 case.

The Specialized Complex Expert Committee under the National Advanced Strategic Industry Committee, which is overseeing the related projects, plans to conduct a comprehensive evaluation based on the necessity and urgency of the specialized complexes, investment plans of leading companies, feasibility of securing infrastructure, ease of securing specialized personnel, agglomeration effects, and potential for linked development with regional key industries. During this process, a review plan for the evaluation and designation of specialized complexes will be prepared next month. Subsequently, at the 3rd Advanced Strategic Industry Committee meeting in July, the designation plan for specialized complexes will be finally deliberated and approved.


The government has not predetermined the number of specialized complexes. Considering the global speed competition to secure competitiveness in advanced strategic industries, the final selected sites will be announced after reviewing the possibility of achieving technological superiority and securing economic security for each complex. Additionally, upon designation, roles such as production base type and R&D innovation type will be assigned to each complex. Regional linkage plans (comprehensive clusters) will also be promoted, taking into account regional characteristics and synergies. Designated industrial complexes as specialized complexes will have their floor area ratio increased by up to 1.4 times.


Meanwhile, the advanced national industrial complexes announced by the government in March include ▲Gyeonggi (Yongin System Semiconductor) ▲Daejeon (Nano·Semiconductor) ▲Chungcheong (Cheonan Future Mobility / Osong Railroad Cluster / Hongseong Naepo New Town Future New Industry) ▲Gwangju (Future Automobile) ▲Jeonnam (Goheung Space Launch Vehicle) ▲Jeonbuk (Iksan National Food Cluster Phase 2 / Wanju Hydrogen Specialization) ▲Gyeongnam (Changwon Defense·Nuclear Convergence) ▲Daegu (Future Smart Technology) ▲Gyeongbuk (Andong Bio Life / Gyeongju Innovative Nuclear / Uljin Nuclear Hydrogen) ▲Gangwon (Gangneung Natural Product Bio), totaling 15 locations. The total area reaches approximately 40.76 million square meters (about 12 million pyeong).
