Laid the foundation for joint cooperation among autonomous districts to expand sustainable waste disposal systems
On March 27, Park Kang-su, Mayor of Mapo District, announced the Mapo-style incineration waste reduction policy in front of the zero-incineration store.
Mapo-gu (Mayor Park Kang-su) held an 'Alternative Waste Disposal Plan Briefing' on the 16th for five neighboring autonomous districts.
This briefing aimed to resolve the waste crisis caused by the ban on direct landfill of garbage in the metropolitan area and to fundamentally reduce incinerated waste. The target districts were Jongno-gu, Jung-gu, Yongsan-gu, Eunpyeong-gu, and Seodaemun-gu. Four districts, excluding Seodaemun-gu, attended the briefing.
Mapo-gu focused on reducing incinerated waste through solidarity by sharing the demonstration results and alternatives for incinerated waste reduction it had introduced with adjacent autonomous districts.
The district explained the expected waste crisis upon the enforcement of the metropolitan area direct landfill ban in 2026 and the termination of the current agreement on the intake of incinerated waste at the Mapo Resource Recovery Facility.
It then introduced the 'Mapo-type Incinerated Waste Reduction Policy' as an alternative to this problem.
Mapo-gu proved in the 'Household Waste Preprocessing Demonstration' conducted in November last year that 87% of waste incinerated or landfilled was reduced.
By sharing this fact and the operational cases of Donghae-si and Samcheok-si, which are currently operating preprocessing facilities, a consensus was formed among autonomous districts on expanding preprocessing facilities.
Additionally, the necessity of operating the 'Incineration Zero Store,' selected as an excellent case of recycling separation in Seoul, was strongly emphasized. The Incineration Zero Store is a facility where proper separation and intermediate processing of recyclables are possible in one place, gaining attention as an alternative to building incineration plants.
Many local governments, including Yeongdeungpo-gu and Nam-gu in Busan, have benchmarked the Incineration Zero Store, and some local governments are promoting recycling activation facilities like the Incineration Zero Store.

Waste management officials from the four autonomous districts attending the briefing expressed strong agreement on the efficiency of preprocessing facilities to minimize waste incineration and the necessity of recycling reduction policies, promising close cooperation among districts to reduce incinerated waste.
A Mapo-gu official said, “We have proven over 70% waste reduction effect through crushing and sorting processes at preprocessing facilities. If the volume-based waste fee is increased and separation through Incineration Zero Stores is widely spread, incinerated waste can be drastically reduced, making additional incineration plant construction unnecessary.”
Park Kang-su, Mayor of Mapo-gu, who attended the briefing in person, said, “We plan to strengthen joint cooperation measures with 25 autonomous districts in Seoul and local governments nationwide to minimize waste incineration and actively promote recycling activation policies,” adding, “Mapo-gu will take the lead in establishing a sustainable waste disposal system.”
