Incheon City Operates Expert Support Team to Prevent Disputes in Multi-Unit Buildings

Incheon City announced on the 23rd that the 'Collective Building Management Support Group,' where experts visit office-tels, commercial buildings, and other collective buildings to provide consultation on management issues, will hold its launching ceremony and begin full-scale activities.


After enacting the 'Ordinance on Sound Management Support for Collective Buildings' last February, the city formed the support group as part of measures to resolve chronic disputes and conflicts in collective buildings, including organizing and operating the group, safety inspections, and publishing guidelines.


The support group consists of 30 experts from six fields with on-site experience, including lawyers, accountants, architects, labor consultants, and housing managers.


This year, the city will invest about 80 million KRW to support various projects aimed at resolving conflicts and disputes in collective buildings, such as legal consultation, education and publicity, and safety inspection cost support.


The support group visits sites to assist with matters such as drafting management regulations, procedures for convening management meetings, preparation, execution, and storage of accounting documents related to management fees, building maintenance methods, and labor contracts.


Applications for management support are open to small-scale collective housing, office-tels, commercial buildings, etc., with fewer than 300 households subject to the Collective Building Act, and can be submitted by building managers, unit owners, or occupants.


However, unit owners and occupants must have consent from at least one-fifth of the unit owners or occupants when applying.


An Incheon City official stated, "Experts will provide on-site consultation services so that residents can directly elect managers and establish management regulations."
