Acquired Construction Safety Engineer Certification Following Civil Engineering Construction Engineer Certification
Yoon San-ho, team leader at the Construction and Urban Development Division of Haenam County, Jeollanam-do, recently achieved dual certification by passing the Construction Safety Engineer exam.
According to the county on the 22nd, Yoon San-ho, who obtained the Civil Engineering Construction Engineer certification in 2014 as the first person from Haenam County Office, has now earned the Construction Safety Engineer qualification through diligent study, becoming the only Haenam County public official to hold two engineer certifications.

The Construction Safety Engineer certification is a top-level qualification comparable to a doctoral degree, awarded to individuals with advanced expertise and practical experience in preventing accidents and disasters at construction sites. Only two candidates from Gwangju and Jeonnam passed the 129th exam.
The exam requires writing 50 pages over 400 minutes and is considered extremely difficult, with a pass rate below 5%.
As the highest qualification level in the national technical field, the engineer certification grants legal authority to perform technical duties such as guidance and supervision in related areas, making the certification highly valuable and prestigious.
Team leader Yoon said, “Due to county duties, I hesitated and could not easily start, but inspired by the county governor’s safety philosophy focused on preventing major disasters and the dedication of juniors studying hard for self-development around me, I found the courage to try again. With the full enforcement of the Serious Accident Punishment Act increasing interest in safety, I will do my best to establish a safe construction culture based on the knowledge I have acquired.”
