Focus on 22 Projects in 5 Key Areas: Heatwave, Flood Control, Health, Safety, and More to Strengthen Disaster Response
Installation of Flood Prevention Facilities in Semi-basement Houses and Enhanced Protection and Support for Vulnerable Groups Such as the Elderly Against Heatwaves and Floods
Seongdong-gu (Mayor Jung Won-oh) is launching a full-scale 'Comprehensive Summer Measures' ahead of the intense heat to prevent various disasters and accidents such as infectious diseases, heatwaves, and wind and flood damage.
The district plans to focus on 22 projects across five key areas including heatwave, flood control, and safety over the next five months, dedicating all efforts to disaster response. Especially this year, with temperatures expected to be higher than average, the district will implement tailored measures to minimize heatwave damage.
First, the number of cooling shelters, Seongdong-style smart shelters, and shade structures will be expanded to a total of 525 locations to provide relief for residents exhausted by the heat. In particular, at 120 bus stops where installing smart shelters is difficult, 'smart cooling chairs' equipped with smart functions that automatically operate according to external temperature will be activated.
With heavy rainfall expected, a 24-hour Disaster Safety Countermeasures Headquarters will be operated to prepare thoroughly for emergency situations and flood control measures. A full survey of semi-basement houses vulnerable to heavy rain was completed early this year.
Following this, flood barriers, openable security windows, and flood alarms are being installed for a total of 1,453 households based on owner applications. In low-lying areas such as Yongdap-dong and Seongsu-dong, flood road water level gauges have been installed for continuous monitoring, and a flood warning system is being operated.
Additionally, a crisis household detection team is operating to identify welfare blind spots in vulnerable residential areas such as elderly living alone, goshiwons, and semi-basement houses. The neighborhood care group, centered on local residents, has introduced a system where one person is responsible for managing 40 households to provide check-in services for heatwave-vulnerable groups. For vulnerable households with previous flood damage experience, not only will care officials be assigned, but accompanying partners such as community leaders will be connected to support rapid recovery.
Furthermore, to prevent food poisoning and manage infectious diseases easily, hygiene inspections and publicity will be strengthened. More than 78 locations including garbage collection points and riversides will undergo pest control activities at least once a month to minimize damage from mosquitoes and other pests.
Moreover, prioritizing residents' safety, facilities with potential safety accident risks such as construction sites, bridges, road facilities, and multi-use facilities will be inspected. Step-by-step cleaning measures will be prepared to enable immediate restoration during heavy rain, maintaining a pleasant environment.
