The Gyeonggi Provincial Office of Education has established the 'Gyeonggi-do Model Basic Plan for School Establishment' in line with the Ministry of Education's improvements to the central investment review system.
The Ministry of Education's improvements to the central investment review system include exemptions from review for ▲school establishments with a total project cost under 30 billion KRW ▲school establishments following school relocations or consolidations ▲new schools established using public institution or private funds ▲and when new schools are established alongside complex facility installations.
Accordingly, the Gyeonggi Office of Education set the appropriate number of classes for school establishment at 24 classes for elementary schools and 21 classes for middle and high schools, comprehensively reviewing curriculum operation, school establishment funding, and sustainable school size to prevent indiscriminate school establishment when building schools with a total project cost under 30 billion KRW exempt from central investment review. However, in areas with inconvenient commuting or where nearby schools become oversized due to lack of school establishment, the minimum number of classes will be flexibly applied as 18 classes considering regional conditions.
Additionally, to allow anyone to easily verify key confirmation and review items related to school establishment, objective evaluation indicators such as school establishment triggers, expected student numbers, and commuting conditions have been prepared in a checklist format.
Furthermore, when relocating existing schools in areas with declining student numbers to regions where student numbers are increasing or expected to increase by replacing them with new schools, the parental consent rate has been changed from the previous 60% or more to a simple majority.
For projects fully funded by private capital, appropriate standards for donation and acceptance to expand school facilities, including consultation procedures and precautions, will be prepared within this month to secure stable educational facilities.
Han Geun-su, Director of the School Establishment Planning Division at the Gyeonggi Office of Education, stated, "In line with the Ministry of Education's improvements to the central investment review system, we will continue to actively work on resolving oversized and overcrowded schools and establishing new schools within the province."
