Jungnang-gu, Making the 'Seoul Rose Festival' Safe with Full Effort

A total of approximately 2,900 safety personnel deployed, fully committed to safety management support

Focused monitoring of crowded areas and strengthened order maintenance before and after performances



Jungnang-gu (Mayor Ryu Kyung-gi) is making every effort to support safety management in preparation for the ‘2023 Seoul Rose Festival,’ the most beautiful festival in Seoul returning on a large scale after four years.


During the main event, the ‘Grand Rose Festival,’ a joint safety control room including Jungnang-gu Office, Jungnang Cultural Foundation, Jungnang Police Station, Jungnang Fire Station, and safety management contractors will be established and operated to establish a close communication system among related organizations and workers. They plan to build a close cooperative system with related organizations to respond quickly and effectively to emergencies such as various accidents.


From the opening day on the 13th until the last day of the festival, a total of approximately 2,900 safety personnel will be deployed. Employees of Jungnang-gu Office and Jungnang Cultural Foundation, as well as volunteers, will be assigned to 74 festival sections to manage the safe and orderly movement of visitors. Among them, additional safety personnel will be deployed in areas expected to be crowded based on prior population flow surveys, and focused monitoring will be conducted via CCTV.


Bridges, which are major access routes to the festival performance stage, will also be intensively managed. During the festival period, professional personnel will be stationed to patrol the bridges and prevent accidents that may occur on them in advance.


In particular, a central divider will be installed on the pedestrian overpass where many visitors gather to maintain the flow of the crowd.

The area behind the performance venue will be divided into sections for management, and safety personnel will be concentrated there. To prevent visitors from crowding in one place after the performance, movement routes and exits will be operated in a dispersed manner.


Additionally, medical support systems have been established by deploying public health center personnel and private paramedics throughout the festival site. Vehicle access will be controlled mainly in areas expected to have frequent interactions between vehicles and pedestrians, such as the Dongbu Expressway and Jungnangcheon-ro crosswalks, to ensure pedestrian safety.


Ryu Kyung-gi, Mayor of Jungnang-gu, said, “Above all, making the festival safe is our top priority. We will mobilize all possible personnel to ensure that visitors can enjoy the festival safely and happily until its conclusion.”


The ‘2023 Seoul Rose Festival,’ which opened on the 13th, currently welcomes visitors with ten million blooming roses along a 5.45 km rose tunnel, the Surimdae Rose Garden, Jungnang Sports Park, and other locations. The main event, the ‘Grand Rose Festival,’ will take place over three days from the 19th to the 21st. Before the main event, on the 18th, the district will conduct a joint on-site inspection with related organizations to carefully check for risk factors and the availability of emergency evacuation routes.
