Direct Election of Representatives for the Yangcheon-gu Resource Recovery Facility Residents' Council

Under the supervision of Yangcheon District Office, public recruitment of candidates for resident representative committee members until May 23

Ten candidates to be selected by direct election from residents living in the area surrounding the resource recovery facility

Roles include selecting specialized research institutions for environmental impact investigations and consulting on resident support projects

Yangcheon District (District Mayor Lee Gijae) announced that it will hold a public recruitment for candidates for resident representative committee members of the Yangcheon Resource Recovery Facility Resident Support Council, which has been organized and operated since 1996, and for the first time in 27 years, the members will be elected through a full direct election system to ensure transparency and fairness.

The Yangcheon Resource Recovery Facility Resident Support Council, operating since March 1996, is based on the “Act on the Promotion of Installation of Waste Disposal Facilities and Support for Surrounding Areas.” It is an organization representing local residents affected by waste disposal facilities, composed of 10 resident representatives recommended by the district council, 2 experts recommended by the resident representatives, and members of the Yangcheon District Council, with a term of two years.

Until now, the method for selecting candidates for resident representative committee members of the Resident Support Council has been a mix of direct and indirect elections, raising concerns about transparency and fairness. Therefore, the public recruitment of candidates will be supervised by the Yangcheon District Office, and election management will be handled by the Apartment Election Management Committee, which will conduct both mobile and on-site voting to guarantee transparency and fairness, with the system fully improved.

During their two-year term, the Resident Support Council members will be responsible for roles such as ▲ selecting specialized research institutions for environmental impact investigations in the area surrounding the resource recovery facility ▲ consulting on the installation of benefit facilities for local residents ▲ discussing resident support projects ▲ recommending resident monitoring personnel.

As benefits for their activities, according to the “2023 Seoul Yangcheon Resident Support Fund Support Plan,” members will receive activity fees and meeting participation fees, as well as support for education, publicity, and environmental activities such as field trips and workshops.

Eligibility for applying as a candidate for resident representative committee member requires being a resident registered in the area surrounding the Yangcheon Resource Recovery Facility as of the announcement date (May 15) and not falling under any of the disqualifications specified in Article 17-2, Paragraph 1 of the “Act on the Promotion of Installation of Waste Disposal Facilities and Support for Surrounding Areas.”

Those wishing to apply should refer to the public notice board on the district office website, prepare the required documents, and submit them in person to the Cleaning Administration Division (6th floor) of the district office by 6 p.m. on May 23.

The district office will select 10 candidates through a direct election by residents living in the area surrounding the Yangcheon Resource Recovery Facility among applicants without disqualifications, and after recommendation by the Yangcheon District Council, the candidates will be appointed as members of the Resident Support Council by the Seoul Metropolitan Government.
