Enforcement of the Collective Building Act in September, Supporting Dispute Prevention and Housing Stability
Ulsan City is launching an administrative support system to systematically manage collective buildings such as officetels.
According to Ulsan City, the number of collective buildings for residential use, including officetels and mixed-use complexes, has more than doubled over the past 10 years due to the increase in single-person households.
As a result, complaints related to collective buildings, such as management fees and defect repairs, have also increased annually, with 110 cases in 2020, 112 cases in 2021, and 138 cases in 2022. However, under current laws, these buildings fall into a blind spot of public management, making systematic support difficult.
However, with the recent amendment of the Collective Building Act, which includes mandatory bookkeeping and the establishment of supervisory authority for local government heads, set to take effect on September 29, more efficient and fair management is expected.
In response to the amended law, Ulsan City plans to enhance the efficient management of collective buildings through the creation of manuals, training for related personnel, and operation of advisory support groups.
To prevent conflicts and minimize disputes in collective buildings, the city will actively provide information such as ▲revision of the standard management regulations for collective buildings ▲capacity-building education for stakeholders ▲production and distribution of guidance materials.
In case of disputes arising from management fees and other collective building management issues, the city will strengthen dispute resolution functions through ▲operation of the Collective Building Dispute Mediation Committee ▲operation of advisory support groups with experts.
Additionally, Ulsan City plans to continuously build an administrative support foundation by ▲enacting ordinances related to collective building management ▲opening a menu on the city’s website ▲awarding commendations to meritorious persons.
An official from Ulsan City stated, “We will make every effort to prevent disputes and conflicts and create a stable residential environment for citizens through active and systematic support for collective buildings, which have so far been managed as a private matter.”
