Suwon City, Overnight Parking Violations Doubled but Still... Suwon City Hall


The city of Suwon in Gyeonggi Province has built a 'mobile enforcement system' that automatically handles overnight parking enforcement for commercial vehicles such as buses and trucks parked outside designated garages, resulting in more than double the enforcement records.


However, residential areas around apartment complexes are still suffering from these illegally parked vehicles, highlighting the need for drastic countermeasures.


According to Suwon City on the 12th, after the mobile enforcement system was established this year, the number of overnight parking enforcement cases in March and April reached 547. This figure is more than twice the 259 cases recorded during the same period last year.


Earlier in February, Suwon City linked its system with central government agencies to register complaints and created a 'mobile enforcement system' that allows the entire process?from complaint handling by responsible officials to responses from transportation companies and payment of notices?to be managed via PC or smartphone.


A Suwon City official explained, "We developed the system to utilize the Baro Ilteo Hyeonjang app developed by central government agencies and to be linked with Suwon City's Traffic Violation Administrative Management System. Using this system, data collected through mobile enforcement is automatically transmitted to the server and integrated with the Ministry of Land, Infrastructure and Transport's vehicle management system to automatically generate enforcement records."


Despite these achievements, overnight parking in the Suwon area remains so severe that it is 'impossible to specify particular locations.' This large-scale illegal parking has raised concerns about late-night crimes around parking areas. There are also many concerns that pedestrians may not properly recognize oncoming vehicles while crossing the road, potentially leading to accidents.


Some argue that more aggressive policies are needed to address illegal large vehicle parking. One example is actively employing university student part-timers and paying them various fines and penalties imposed upon detection. If this is difficult under current laws, then the laws should be changed.
