Ulsan City to Implement 'Anti-Corruption Integrity Policy' This Year

Ulsan City is promoting the 2023 anti-corruption integrity policy with the goal of creating a “New Integrity Ulsan that Citizens Can Feel.”

The anti-corruption integrity policy was prepared by reflecting Mayor Kim Doo-gyeom’s firm commitment to integrity, consulting with the Anti-Corruption and Civil Rights Commission, and gathering opinions from Ulsan City employees.


The content supplements and strengthens the “Comprehensive Integrity Improvement Measures” established last March, and consists of four major strategies and 30 detailed tasks, including 16 new policies.


Looking at the main tasks by strategy, first, the foundation for improving integrity will be strengthened.


To this end, Ulsan City enacted the “Ordinance on the Activation and Support of Integrity Culture” to establish a legal basis for integrity culture, formed the Integrity Innovation Headquarters and dedicated teams for integrity practice by sector to secure momentum for policy implementation and strengthen integrity leadership.


Second, factors causing corruption will be eliminated and corruption-prone areas improved.


To achieve this, the city will promptly implement “Unfulfilled Tasks for Anti-Corruption System Improvement” to remove causes of corruption, measure external integrity for complainants and internal integrity awareness to analyze corruption-prone areas inside and outside the organization, and prepare improvement plans.


Additionally, to improve organizational culture through two-way communication, the city operates youth innovation leaders and conducts “department-customized” on-site integrity consultations to listen to and address difficulties encountered during the implementation of integrity policies.


Third, the value of integrity will be internalized through the spread of everyday integrity culture.


To this end, the city fosters integrity awareness through self-study on integrity, self-diagnosis of integrity levels, and quizzes on integrity knowledge, and conducts leadership capacity-building education for managers at grade 5 and above to create a culture of leading by example in integrity.


Fourth, “Integrity Ulsan” will be realized together with citizens.


To this end, the city sends integrity alert text messages, posts integrity letters, and issues “Integrity Warnings” targeting complainants in corruption-prone areas, and activates citizen auditors and the Integrity Society Public-Private Council to spread integrity culture in the private sector.


Based on this implementation plan, Ulsan City plans to actively promote the 2023 anti-corruption integrity policy and strengthen publicity and education on integrity policies through various methods.


Kim Young-seong, the auditor, said, “The 2023 anti-corruption integrity policy embodies Ulsan City’s strong will and policies to protect citizens’ rights and prevent corruption,” adding, “We will create an Integrity Ulsan that all public officials and citizens can feel.”


In the 2022 comprehensive integrity evaluation, Ulsan City received the lowest rating among metropolitan local governments due to corruption incidents involving senior officials during the 7th elected term, prompting an analysis and diagnosis of the problems and the establishment of the “Comprehensive Integrity Improvement Measures” last March.
