Yongin City in Gyeonggi Province is forming and operating the 'Yongin City Apartment Reconstruction Safety Diagnosis Advisory Group' to expedite the project progress of apartment complexes scheduled for reconstruction within the city.
Yongin City stated that since the revision of the Ministry of Land, Infrastructure and Transport's 'Safety Diagnosis Standards for Reconstruction Judgment' was implemented last January, the reconstruction criteria for apartment complexes have been relaxed, leading to a rapid increase in reconstruction demand for apartment complexes in the city. Additionally, local governments are now able to operate advisory groups separately for this purpose.
The Reconstruction Safety Diagnosis Advisory Group will play a role in conducting 'on-site investigations'?which involve visually inspecting whether reconstruction is necessary before a detailed safety diagnosis?and reviewing the 'appropriateness of reports' when a conditional reconstruction (Grade D) judgment is made based on the detailed safety diagnosis results.
Previously, on-site investigations and report appropriateness reviews were outsourced to specialized institutions such as the Korea Infrastructure Safety Corporation. In particular, on-site investigations took an average of four months, causing inconvenience to residents.
The city expects that by operating its own advisory group, it can reduce the on-site investigation period by about three months compared to before, thereby alleviating residents' inconvenience and enhancing administrative credibility.
The advisory group will be composed of six members recommended by the Yongin City Architectural Committee and the Yongin Regional Architects Association, consisting of experts in various fields.
Mayor Lee Sang-il of Yongin City stated, "We will make further efforts to respond quickly and flexibly to the rapidly increasing reconstruction demand and to provide architectural administrative services that citizens can trust."
