A large apartment complex in Paldal-gu, Suwon City is causing conflicts with delivery drivers by blocking ground-level access for delivery vehicles, Yonhap News reported on the 10th. Delivery drivers are refusing door-to-door delivery, resulting in packages piling up and being left unattended at the apartment's main gate, suggesting that the delivery crisis may be prolonged.
According to the A apartment complex in Suwon City, which has about 2,500 households, the Residents' Representative Meeting (RRM) decided in a meeting last March to completely ban all vehicles from operating on the ground within the complex starting from the 1st of this month, except for emergency vehicles (fire, ambulance, police), moving trucks, and garbage collection vehicles, citing safety concerns.
The RRM stated that the apartment is designed as a "car-free apartment" and that delivery vehicles should use the underground parking lot (entrance height 2.5 m). They requested delivery drivers to use the underground parking through a "Delivery Vehicle Operation Notice."
According to the RRM, vehicles up to 2.5 m in height can operate if they follow the delivery vehicle guidance signs. They also added that outside this route, only vehicles up to 2.3 m in height can operate.
However, the gap between the two sides remains unresolved. The Suwon Delivery Agency Union (Hanjin, Lotte, CJ, Logen) sent an official letter to A apartment on the 27th of last month, stating that "due to the apartment's structure, direct delivery is impossible if ground-level access is prohibited," and urged the creation of a cooperative plan to prevent "delivery conflicts."
As the conflict between the two sides continued, packages have been piling up and left unattended at the apartment's main gate since the 1st of this month. Since then, markings indicating building numbers have been attached to the pedestrian walkway near the main gate of A apartment. Delivery drivers are reportedly leaving packages in these designated areas and finishing their work there.

The delivery companies are requesting that ground-level access be allowed at least during specific time periods. However, the RRM insists that since there are no car roads within the complex, ground-level operation is not possible, maintaining the standoff between the two sides.
Meanwhile, it is reported that A apartment was granted construction permission before the Ministry of Land, Infrastructure and Transport revised the "Standards for Housing Construction, etc." in 2018, which raised the height of underground parking in ground-level park-type apartments from 2.3 m to 2.7 m, and thus is not subject to the related laws.
