Recently, as housing insecurity due to jeonse fraud has increased, attention is focusing on private rental apartments that offer lower price burdens and stable living conditions.
According to data from the Korea Housing & Urban Guarantee Corporation, among the rental properties insured by rental business operators, more than half?approximately 383,000 households?have landlords with a debt ratio exceeding 80%, indicating a high possibility of "empty jeonse" (jeonse fraud). Furthermore, as housing prices continue to decline, cases where tenants fail to recover their jeonse deposits are increasing, exacerbating tenants' anxiety.
An industry insider stated, “Although the government has introduced mandatory subscription to rental deposit guarantee insurance as part of real estate measures, there are still blind spots in deposit protection, so it is important to seek safer housing.” They added, “Instead of taking out loans to buy a house recklessly, considering private rental housing that allows stable living at a reasonable cost is also a good option.”

Meanwhile, ‘Anseong Yeongmu Yedam,’ a private rental apartment offering stable housing for 10 years, is currently being supplied in the Dangwang district of Anseong City, Gyeonggi Province.
The complex is a large-scale apartment consisting of 10 buildings, ranging from 2 basement floors to 28 above-ground floors, with a total of 997 units and exclusive areas ranging from 59 to 141㎡. It is supplied as a private rental apartment with an option for sale conversion after 10 years and includes mid-to-large sized units with high scarcity value.
Unlike general monthly rent or jeonse, the complex allows stable residence for up to 10 years (renewable every 2 years), and since it is not counted as a housing unit, there are no taxes related to home ownership such as acquisition tax, property tax, or comprehensive real estate tax.
The initial burden on tenants has been reduced by applying a fixed contract deposit of 10 million KRW (first payment) and full interest-free benefits on intermediate payments. According to the Private Rental Housing Special Act, lease rights can be transferred with the consent of the rental business operator. Notably, amid growing concerns about jeonse fraud, tenants can also receive guarantees on their jeonse deposits from HUG (Korea Housing & Urban Guarantee Corporation), ensuring long-term safe residence.
The Dangwang district in Anseong, where the complex is located, is a large-scale urban development project with a development area of approximately 1.2 million㎡ and a planned supply of over 8,000 households. It is adjacent to industrial complexes such as Anseong 1st Industrial Complex and the planned Smart Corepolis, which is expected to generate production inducement effects and create new jobs, enhancing its future value.
In particular, on the 15th, the government announced the establishment of a semiconductor mega cluster, highlighting Anseong City as a beneficiary area. The government plans to invest 300 trillion KRW by 2042 to build five semiconductor manufacturing plants on 7.1 million㎡ in Namsa-eup, Yongin City, and attract up to 150 domestic and international companies including materials, parts, equipment (SoBuJang) firms and fabless companies. Anseong City is located within 15 km in a straight line from Yongin Namsa-eup and can be reached by car in about 20 minutes.
Accordingly, Anseong City plans to maximize synergy effects by leveraging its geographical proximity to Yongin Namsa-eup. It is preparing to establish a semiconductor-specialized industrial complex around Dongsin-ri, Bogae-myeon, Anseong, and link it with the Pyeongtaek Samsung Godeok Industrial Complex and Yongin SK Semiconductor Cluster. Once development is complete, it is expected to significantly attract population inflow due to numerous job creations.
The complex offers convenient access to Anseong and Pyeongtaek downtown areas via National Route 38 nearby, and is close to Anseong IC on the Gyeongbu Expressway and the Pyeongtaek-Jecheon Expressway. The first phase of the Seoul-Sejong Expressway (Guri-Anseong) is scheduled to open this year, and transportation improvements such as the Pyeongtaek-Bubal Line, a 59.4 km railway project connecting Pyeongtaek Station through Anseong City to Bubal Station, are also planned.
‘Anseong Yeongmu Yedam’ is a school district complex with Anseong Girls’ High School, Biryong Elementary School, and a middle school within 500 meters, and various elementary, middle, and high schools located within a 1 km radius. It is rich in eco-friendly elements with numerous neighborhood parks planned within the Dangwang district, including the Geumseokcheon walking trail, Bibong Mountain, and neighborhood parks.
It also offers abundant living infrastructure. Residents can enjoy a one-stop lifestyle with nearby amenities such as E-Mart, CGV, a food town, and Gyeonggi Medical Center Anseong Hospital. Additionally, proximity to the Ayang district and the old downtown area allows sharing of established living infrastructure.
