NunuTV has caused controversy by streaming new releases of domestic and international paid content?including movies, dramas, entertainment, and current affairs programs?for free since June 2021.

Recently popular Netflix original series such as 'The Glory' and 'Gilboksoon' were also streamed without authorization, causing damage to the content owners. The Korea Communications Standards Commission (KCSC), an organization that responds to illegal content, attempted to block URLs, but NunuTV continued operating by changing domains and using other tactics.

Park Wan-joo (Independent), a member of the National Assembly’s Science, Technology, Information and Broadcasting and Communications Committee, recently revealed that it is estimated that NunuTV earned over 33.3 billion KRW through illegal gambling advertisements.

Furthermore, according to the Korean Film and Video Copyright Association, the scale of copyright damage caused by NunuTV’s illegal streaming exceeds 4.9 trillion KRW. This estimate is based on VOD unit prices, so considering additional rights and overseas distribution revenue, the actual damage is expected to be even greater.

As the Ministry of Science and ICT began daily URL blocking directly, NunuTV declared the termination of its service. However, concerns that similar services would proliferate persisted, and this has become a reality.

Meanwhile, with their resumption of activities, the government is now in a position to strengthen crackdowns again. The Ministry of Science and ICT, the Ministry of Culture, Sports and Tourism, and the Korea Communications Standards Commission have formed the 'NunuTV Response Task Force.' Additionally, domestic OTT providers, broadcasters, and the Korean Film and Video Copyright Association launched the 'Video Copyright Protection Council' last month and filed a lawsuit against NunuTV.
