Priority Selection for Dobong-gu Residents with the Same Income to Reduce Housing Burden for Local Youth
Full-Scale Launch of Changdong Startup Ecosystem Project by Providing Homes for Northeast Area Talent in Employment and Entrepreneurship
Dobong-gu (Mayor Oh Eon-seok) is promoting a special supply of youth housing within ‘Seed Cube Changdong,’ being developed on the site of Changdong Station transfer parking lot, expecting an influx of employment and entrepreneurship talent from the northeast area into Changdong.
As one of the top priorities of the 8th term of the elected government, Dobong-gu is supplying 200 youth housing units to support youth housing stability following the establishment of a dedicated youth department.
This special supply of youth housing was made possible through investment by Seoul Housing and Communities Corporation and the Housing and Urban Fund to attract young population to the area and foster the employment and entrepreneurship ecosystem in Changdong.
With completion scheduled around July, the confirmed special supply quantity is a total of 200 units, accounting for about 25% of the total supply (792 units), and the rent for the special supply units will be set at approximately 70% of the market price.
The mixed-use facility ‘Seed Cube Changdong,’ which includes youth housing, is being constructed with a total project cost of about 360.9 billion KRW. It will be a residential-commercial complex with 7 basement levels and 49 floors above ground. The interior will consist of office spaces for businesses (total floor area 46,209㎡), officetel residential spaces (total floor area 58,197㎡), and various commercial, cultural, and neighborhood living facilities (total floor area 28,740㎡).
Eligibility for applying to move into Seed Cube Changdong requires applicants to be unmarried youth aged between 19 and 39 without home ownership, meeting income requirements (less than or equal to 120% of the previous year’s average monthly income per household member for urban workers). If applicants have the same legal income qualifications, priority will be given to Dobong-gu residents.
The official announcement for resident recruitment will be available on April 20 on the Seed Cube Changdong website.
Through this special supply, Dobong-gu expects to alleviate housing burdens for local youth and attract employment and entrepreneurship talent to Changdong in the northeast area.
Furthermore, Dobong-gu is focusing administrative efforts on creating a startup ecosystem to transform Changdong into a startup hub in the northeast area by supporting local youth entrepreneurship and attracting external youth.
To this end, the district plans to establish a ‘Youth Startup Support Center’ within the office space of Seed Cube Changdong, expand and relocate the ‘Small and Medium Enterprise Startup Incubation Center’ to Seed Cube Changdong, and build a step-by-step support system that allows youth and startup companies to receive practical assistance from the early stages of entrepreneurship to growth and expansion.
Additionally, among the nurtured startups, those with growth potential will be selected and supported to move into the ‘Seoul Startup Hub Changdong.’
After enhancing the self-sustainability of companies at the ‘Seoul Startup Hub Changdong,’ efforts are underway in consultation with related organizations such as the Seoul Business Agency to establish a virtuous cycle system where companies settle back in Seed Cube Changdong and continue their business activities locally.
Dobong-gu will also host the ‘Youth Employment Academy’ operated by Seoul City within Seed Cube Changdong, scheduled to open in December this year.
The Youth Employment Academy will provide specialized education in XR and medical bio fields to local youth. In particular, Dobong-gu aims to focus on fostering the 3D content production sector as a specialized industry based on the trained workforce.
This year, the district plans to devote significant effort to becoming a city supporting 3D content creation by operating contests, hackathons, and creative support programs.
Oh Eon-seok, Mayor of Dobong-gu, said, “Creating quality future jobs and providing opportunities for youth growth are key goals of the 8th term of the elected government,” adding, “We will continue to implement support policies for youth jobs, places to stand, and places to live, creating a vibrant Dobong where young people can freely demonstrate their abilities.”

Targeting Youth Aged 15 and Over Living in Seoul Who Wish to Work or Start a Business in IT-Related Fields
Gwangjin-gu (Mayor Kim Kyung-ho) is establishing the ‘Youth Employment Academy Gwangjin Campus’ and recruiting its first batch of trainees.
While youth employment remains sluggish, there is a shortage of talent capable of handling practical work in new technology fields compared to demand. To resolve this youth job mismatch, Seoul City operates the ‘Youth Employment Academy’ to nurture future talent equipped with digital capabilities.
The academy provides education in new technology fields that typically require expensive tuition, reducing the economic burden on youth. It also supports humanities students and non-major science and engineering students to become 4th industrial revolution talents, thereby supplying talent to appropriate positions through employment and entrepreneurship support.
There are eight new campuses of the Youth Employment Academy scheduled to open this year. Among them, the Gwangjin Campus, located a 5-minute walk from Konkuk University Station, will open first in May. Accordingly, the campus is recruiting its first batch of trainees for two courses.
The first course recruiting trainees is the ‘Data-Driven Fashion MD Employment Camp (Learningspoons).’ Running from May 30 to August 24, this course covers ▲the entire online fashion MD process ▲collaborative communication with marketing and designers ▲launching a personal brand and building an online store.
Trainees will have opportunities to design detailed pages using Figma and Photoshop, conduct usability tests, and receive career coaching and one-on-one employment portfolio creation support.
The second course is the ‘Data-Driven Performance Marketing Changers 1st Batch.’ Running from May 30 to August 23, this course teaches ▲customer needs analysis and problem-solving using data ▲digital marketing and performance strategies ▲practical use of key digital marketing channels. Trainees can also participate in weekly CEO job lectures in the style and beauty fields and marketing projects with style-specialized company brands.
The recruitment target is 65 youth job seekers aged 15 or older living in Seoul who wish to work or start a business in IT-related fields. Applications for the ‘Fashion MD Employment Camp’ are accepted until May 18, and for the ‘Performance Marketing Changers 1st Batch’ until May 21.
Youth interested in participating can search for courses and apply on the Saessak website. Submission of a self-introduction letter is required at the time of application. For more details, inquiries can be made to the Education Team 2 of the Seoul Business Agency.
