Creating a Business-Friendly Environment through Four Core Strategies and Eight Major Tasks with 166 Detailed Projects



Seongdong-gu (Mayor Jung Won-oh) announced the roadmap, the "2023 Job Policy Detailed Implementation Plan," to promote distinctive job projects suited to local conditions and industrial structure.


The ambition is for Seongdong-gu to take the lead in solving local employment issues and create 8,400 sustainable, high-quality, win-win, and customized jobs.


The main policy directions of this job plan are ▲establishing a smart innovation economy foundation for the co-growth of traditional manufacturing and ICT new industries ▲creating jobs that realize social value by supporting social enterprises and social venture companies ▲promoting youth employment and entrepreneurship ▲providing customized job support according to the characteristics of each target group, with a focus on 166 detailed projects.


First, support will be provided for the increasing knowledge industry centers centered around Seongsu-dong, and projects for the growth of new industries converged with ICT will be promoted. IT industries and research and development businesses will be intensively attracted by utilizing floor area ratio incentives and acquisition tax reductions in the ‘Seongsu IT Industry Distribution Development Promotion District.’ Additionally, through the establishment of a district unit plan for the semi-industrial area in Seongsu, the Seongsu-dong area will be developed into a leading hub for advanced ICT new industries in Seoul.

According to the 2022 KOSIS National Statistical Portal (based on 2020), the number of businesses in Seongdong-gu reached 41,582, a 46% increase from 28,343 the previous year. This is the result of creating a business-friendly environment through customized policies and supporting small and medium enterprises and small business owners facing economic difficulties. The district supports market development for SMEs by subsidizing participation fees for domestic and international exhibitions and promotional marketing costs, and provides SME development funds at interest rates lower than market rates to small business owners and micro-enterprises facing difficulties.


Seongdong-gu, the largest cluster of social ventures nationwide, plans to promote various projects for qualitative growth of companies and building collaborative systems. Following the nation’s first social venture impact fund No. 1, last year it established the 5 billion KRW scale No. 2 fund, the ‘Seongdong ESG Impact Fund,’ to expand investment support. Furthermore, social venture expos and innovation competitions will be held to create meeting opportunities for entrepreneurs, fostering sharing and coexistence.


To revitalize youth employment, the district operates employment-linked projects through vocational training such as drone expert training, supports youth entrepreneurs, and provides comprehensive youth employment and entrepreneurship support programs.


This year, projects to identify isolated youth, including those who have given up job searching, and provide counseling and training support will also begin.


In addition, customized employment support projects for seniors, middle-aged individuals, and women with career experience will be implemented to ensure no one is left behind and to increase access to stable jobs and income-generating opportunities.


Jung Won-oh, Mayor of Seongdong-gu, stated, “We will accelerate job creation and employment retention, which form the foundation of the livelihood economy, for small and medium enterprises and self-employed people struggling due to the economic downturn.” He expressed strong determination, saying, “We will take the lead in creating sustainable, high-quality jobs to make Seongdong-gu a happy place where everyone wants to live.”

Eunpyeong-gu (Mayor Kim Mi-kyung) announced that it will implement a comprehensive ESG administrative promotion plan to move toward a sustainable city.


ESG refers to the non-financial factors of companies: Environment, Social, and Governance. It has become a major topic in corporate management and is actively being introduced in the public sector recently to pursue social values.


In line with this, Eunpyeong-gu has established a comprehensive promotion plan to build an administrative foundation and set appropriate key tasks for each ESG field: environment, social, and governance. A total of 31 projects have been selected as key tasks, with focused management on promotion, education, and public-private cooperation.

In the Environment (E) sector, 11 projects have been selected as key tasks to realize carbon neutrality and implement a resource-circulating city of Eunpyeong. These include ▲introduction of a greenhouse gas reduction awareness budget system ▲creation of a carbon-neutral pilot street ▲operation of Eunpyeong Green Moa Moa ▲a campaign to reduce waste by 100g per household per day.


In the Social (S) sector, 13 projects are being promoted to build a social safety net. Key tasks include ▲making Eunpyeong a happy place for single-person households ▲creating Eunpyeong-style ESG jobs ▲formation and operation of a citizen safety guard, among various other projects.


In the Governance (G) sector, 7 projects have been selected as key tasks to activate resident participation and promote transparency. These include ▲operation of the policy proposal phone #Tonghaera Eunpyeong ▲My Neighbor Volunteer Project ▲implementation of a communicative and empathetic clean Eunpyeong.


The district will also discover ESG village agendas at the dong (neighborhood) level. Along with promoting an ESG idea contest, it will accelerate the establishment of an Eunpyeong-style ESG administrative system based on public-private cooperation. ESG capacity-building education will also be provided for public officials, social economy enterprises, and chambers of commerce.


Kim Mi-kyung, Mayor of Eunpyeong-gu, said, “This is a time when resilience that can leap higher after COVID-19 is needed. We will do our best to lead ESG administration at the center of recovery and change.”
