Yeongdeungpo-gu to Launch the First Housing Supply Contest Candidate Site Discovery Service among Seoul Autonomous Districts

Yeongdeungpo-gu (District Mayor Choi Ho-kwon) announced that it will conduct the first-ever housing supply contest candidate site discovery and preliminary investigation service among Seoul’s autonomous districts to accelerate housing redevelopment projects.
The housing supply contest project requires more than 30% resident consent, making project progress difficult. The district explained that it is promoting this service to proactively discover candidate sites for the contest project and establish tailored strategies for each site to accelerate the housing supply contest project.
The ‘Housing Supply Contest Candidate Site Discovery and Preliminary Investigation Service’ announced in March targets low-rise residential areas, with a service budget of 60 million KRW. The project period is nine months from the start date, and it is expected to be completed by the first half of next year at the earliest.
The service includes ▲ preliminary investigation and development condition survey ▲ discovery and feasibility review of candidate sites by contest project type ▲ collection of residents’ opinions and support for consultations ▲ establishment of contest strategizing plans.
Through this service, the district plans to investigate the aging level, residential environment, and local characteristics of contest project target sites, discover candidate sites by type, and establish tailored strategies for each candidate site.
Additionally, the district will hold residents’ briefings and meetings to enhance residents’ understanding and link with ongoing housing redevelopment projects to ensure that redevelopment projects proceed with momentum.

Since residents have high expectations for housing supply and residential environment improvement, we will carry out the service with a strong sense of responsibility to ensure that residential environment improvements are achieved as soon as possible.”

However, when it comes to redevelopment projects involving your entire property, many proceed with vague expectations. Before consenting to form an association, you need to understand the building plans, project feasibility, your financial contributions, and make a well-informed, careful decision."
Gangbuk-gu has stepped up to help residents understand the complex and difficult redevelopment projects and prevent conflicts. Gangbuk-gu (District Mayor Lee Soon-hee) announced that it will hold preliminary resident briefings on redevelopment projects on the 18th and 20th.
The preliminary resident briefings were established to prevent resident conflicts and confusion caused by project implementers collecting consent forms without sufficient explanation.
Notably, this is the first case among local governments to hold briefings at the stage of verifying (distributing) consent forms before the establishment of the association.
The briefings target landowners in the relevant districts whose consent forms have been verified. Experts in redevelopment projects, including Professor Kim Byung-chun from the Department of Urban Engineering at Seokyeong University, will serve as lecturers.
The briefings will provide detailed information on the project overview, characteristics, procedures, consent rate criteria for redevelopment, reconstruction, and street housing redevelopment projects in the relevant districts. They will also cover important matters to know when consenting to form an association, such as previous assets, sale prices, total project costs, contribution calculation criteria, and withdrawal criteria.
After the project explanation, a Q&A session will be held with the lecturer and the district office’s Housing Redevelopment Division team leader to address participants’ questions.
Residents’ responses to the briefings have been enthusiastic. From December last year to March this year, six briefings were held. Despite being held during weekday daytime hours, 331 residents, accounting for 45.5% of all landowners, attended. A survey of attendees showed a briefing satisfaction rate of 77% and a redevelopment project understanding rate of 83%.
The briefings will continue steadily. The 7th briefing will be held on the 18th at 10 a.m. in the district office’s Planning Situation Room for landowners in Beondong 469-30, and on the 20th, the 8th and 9th briefings will be held at 1 p.m. and 3 p.m. respectively in the auditorium of Suyu Health Center for landowners in Suyu-dong 57-4, 49-62 (8th briefing), and Suyu-dong 56-31 (9th briefing).
Since August 1 last year, Gangbuk-gu has established the Redevelopment and Reconstruction Support Team directly under the district mayor and has been implementing various projects such as resident briefings, redevelopment consultations, advisory group operations, contest project promotion, and resident publicity. Starting in May, it plans to operate on-site consultation offices at community service centers and hold a redevelopment project academy in the first half of the year.
Lee Soon-hee, Mayor of Gangbuk-gu, said, “While it is necessary to proceed with redevelopment and reconstruction quickly, the most important thing is to follow the direction residents want. We will continue to support residents so that they can accurately understand redevelopment and reconstruction and proceed with projects.”
