Dog Kills Goat by Biting... Walking Without a Leash
Another incident occurred where a large dog without a leash and muzzle bit a passerby.
On the 10th, a video showing a dog bite incident was posted on the online community BobaeDream's Instagram. The video captured a white large dog walking without a leash suddenly rushing at an adult woman while a young child was nearby.
The child froze in shock upon seeing the dog suddenly turn aggressive and attack a person. People nearby gathered and tried to chase the dog away, but the dog bit and held onto the woman's leg and neck. The woman sustained injuries including torn and bruised wounds on her abdomen, arms, and legs.
The person who reported the video said, "A child from out of town was walking with a dog that had no leash or muzzle, and the dog started biting the mother," adding, "The mother is suffering from trauma due to the shock."
They continued, "This dog has also killed a neighborhood goat by biting it. The owner, who walked a large dog that once killed a goat with a child, reportedly refuses to settle for less than 3 million won," they lamented.
According to the Fire Department, more than 2,000 dog bite incidents occur annually. Currently, when a dog bite incident happens, the owner can be held responsible for management negligence and punished for injury by negligence, but there are no regulations regarding measures for the offending dog.
The government is considering legislation, known as the 'Dangerous Dog Act,' which would allow provincial governors to order euthanasia for dogs deemed highly dangerous after biting or attacking people.
