Seocho-gu, the only autonomous district in Seoul certified as a smart city both domestically and internationally, has launched a smart net administration using AI to eliminate blind spots in crime and safety accidents.


Seocho-gu (Mayor Jeon Seong-su) has been operating the ‘Intelligent Selective Surveillance System’ since this month, which uses AI video analysis technology to automatically detect abnormal behavior in security CCTV footage to prevent incidents and accidents.


The ‘Intelligent Selective Surveillance System’ utilizes deep learning to automatically identify and analyze people, vehicles, and other elements in CCTV footage in real time, and immediately displays alerts to the Seocho Smart Hub Center monitoring staff when abnormal behavior occurs.


Accordingly, the district has selected areas with high crime rates over the past three years?such as sparsely populated residential clusters, walking trails, hiking trails, and underground passages?as priority monitoring targets, deploying 100 CCTV cameras equipped with AI video analysis technology to detect abnormal behavior in these locations.

Explaining the system’s operation principle: when a monitoring staff member at the Seocho Smart Hub Center observes scenes detected by AI video analysis CCTV such as ▲long-term loitering ▲intrusion into residential walls ▲vehicle break-ins ▲drinking or juvenile misconduct in parks during early morning hours ▲assaults near entertainment districts, a popup message like ‘loitering, assault, intrusion’ along with the video appears on the monitor. The monitoring staff then assesses the situation, and if deemed urgent, reports it to the police station.


The district implemented this project to enable initial response and rapid action in case of abnormal behavior or dangerous situations. Currently, the Seocho Smart Hub Center operates a total of 4,995 CCTV cameras, with each monitoring staff member overseeing about 760 cameras, which has posed challenges for efficient monitoring.


With the establishment of the ‘Intelligent Selective Surveillance System,’ the district expects to improve monitoring efficiency and contribute to eliminating crime blind spots by not missing rapidly occurring crime scenes through automatic detection.


Additionally, the district plans to build an ‘AI Video Analysis-Based Real-Time Congestion Monitoring and Guidance System’ near Gangnam Station, a high pedestrian traffic area, by August. This system automatically counts the number of pedestrians per square meter in real-time CCTV footage and classifies congestion into four levels: ▲low ▲normal ▲crowded ▲very crowded, informing pedestrians via CCTV LED screens.


In particular, when there are six or more people per square meter (very crowded), the congestion status is displayed on the CCTV LED screen, and pedestrian control guidance broadcasts are transmitted through CCTV speakers.

This is expected to guide crowd dispersion, maintain order, and prevent safety accidents.


Seocho Smart Hub Center was also ranked first in the ‘Seoul Best Surveillance Center’ contest hosted by the Seoul Metropolitan Police Agency last year.


Seocho-gu Mayor Jeon Seong-su stated, “With the establishment of this latest AI-based surveillance system, we plan to smartly operate a preemptive safety system for residents, covering not only crime and security but also disaster accidents.” He added, “We will continue to create a ‘Safe Smart City Seocho’ where residents can enjoy a secure and comfortable daily life.”

Geumcheon-gu (Mayor Yoo Seong-hoon) announced that the U Integrated Operation Center monitoring staff played a decisive role in arresting an arson suspect in a residential area through swift CCTV monitoring.


At around 2:50 a.m. on March 16, a teenage male set fire to a pile of cardboard boxes on a handcart in an alley of a residential area in Siheung-dong and fled.


The monitoring staff who captured the arson scene immediately reported it to 112, tracked the suspect to identify his residence, and quickly relayed the information to patrol cars, enabling police officers to arrest the suspect decisively.

Although it was a precarious situation that could have led to a large-scale fire, the prompt response of the staff and close cooperation with the fire station and police station allowed the fire to be extinguished early and prevented further damage.


The Geumcheon Police Station (Chief Choi Jin-tae) awarded certificates of appreciation to the monitoring staff who contributed to the suspect’s arrest through swift monitoring.


Geumcheon-gu U Integrated Operation Center has also been continuously striving for resident safety, having found a missing elderly dementia patient in February and handed them over to their family, and reporting a suspected drunk driver, contributing to the arrest of a drunk driver.


Geumcheon-gu Mayor Yoo Seong-hoon said, “Geumcheon-gu operates 2,653 multipurpose CCTV cameras for crime prevention in 783 locations including school surroundings, parks, and high-crime areas.” He added, “We will continue to do our best to protect residents from crime and various disasters through thorough monitoring and organic cooperation with related agencies.”
