Presidential Office Reveals 15 Items for the '2nd Phase of National Proposal Policy Implementation'
The Presidential Office has decided to block landlords from excessively raising maintenance fees in order to circumvent the 5% limit on commercial rent increases. They plan to clearly specify the method and criteria for calculating maintenance fees in commercial lease contracts and aim to push for related legal amendments within the year.
On the 9th, the Presidential Office disclosed 15 'Second National Proposal Policy Tasks' including ▲support for vulnerable groups ▲enhancement of fairness and the right to know ▲improvement of public safety ▲resolution of daily inconveniences and irrationalities.
So far, the Presidential Office has conducted a second policy review of a total of 15,704 national proposals received in the fourth quarter of last year. After thoroughly examining the submitted proposals, they identified 405 candidate tasks and, through discussions with relevant ministries and a National Proposal Review Committee mainly composed of private experts on the 30th of last month, decided to proceed with 15 final tasks.
These include 'excessive maintenance fee increases as a loophole to evade commercial rent increase limits,' as well as ▲expanding priority application eligibility for elementary school care classrooms to multi-child families and children of pregnant women ▲strengthening policy loan support to ease the burden of deposit preparation for residents of permanent rental housing ▲enhancing funeral support for unclaimed deceased persons.
For 'enhancing the public's right to know,' measures include ▲expanding disclosure of wages and working conditions in corporate job postings ▲expanding disclosure of pet medical records ▲transparency in game content review procedures ▲preparing plans to disclose interview scores for civil service exam candidates.
Policies aimed at 'improving public safety' include ▲flexible speed limit operation in child protection zones ▲various measures to prevent accidents involving right-turning vehicles ▲intensive crackdown on illegal pansprings on freight trucks ▲enhancing the effectiveness of fire safety projects in traditional markets. Additionally, to 'resolve daily inconveniences and irrationalities,' measures such as ▲expanding Saturday operations at driver's license test centers ▲easing the inconvenience of identity verification (i-PIN issuance) for children under 14 ▲recognizing training performance for reservists and civil defense personnel presenting blood donation certificates were designated.
The Presidential Office plans to activate public discourse procedures on topics requiring broad opinion gathering or social issues alongside the national proposal policy tasks. For example, since January, among the received national proposals, 'exceptions to the fixed book price system' and 'improvements in TV license fee collection,' which went through the National Proposal Review Committee, were selected as topics for public participation debates. Kang Seung-gyu, Senior Secretary for Civil Society, emphasized, "We will do our best to solidify the two pillars of the Presidential Office's national proposals?policy implementation and public discourse?in a balanced way to create changes that the public can feel. The creative opinions and ideas of the people are the beginning of change and an important driving force."
