25 Billion KRW Allocated for Revitalizing the Livelihood Economy

Andong City has prepared the first supplementary budget for 2023 amounting to 225.5 billion KRW and will submit it to the Andong City Council on the 10th. With this, Andong City's total budget for this year will increase to 1.623 trillion KRW, combining the original budget and the supplementary budget.
The general account increased by 185.2 billion KRW from the approved budget to 1.4327 trillion KRW, and the special accounts, including water and sewage public enterprise accounts, also increased by 40.3 billion KRW to 190.3 billion KRW. In terms of general account revenue, local taxes and non-tax revenues increased by about 10.7 billion KRW, dependency revenues such as local allocation tax, national and provincial subsidies, and adjustment grants increased by 170 billion KRW, and reimbursement income also rose by 4.5 billion KRW, resulting in a total revenue change of 185.2 billion KRW.
Based on this, the budget was prepared focusing on welfare for socially vulnerable groups, support for small business owners, tourism revitalization, pledge projects, and resolving current issues.
For all elderly aged 65 and over, 3.7 billion KRW was allocated for shingles vaccination, 900 million KRW for repair and activation supplies for senior centers, and 200 million KRW each for water usage fee reductions for families with newborns and expanded support for eco-friendly agricultural products in daycare centers.
To revitalize the livelihood economy including small business owners, 2.2 billion KRW was allocated for issuing Andong Love gift certificates, 300 million KRW for operating traditional market tours, and 50 million KRW for supporting fire insurance for small and medium enterprises.
For tourism revitalization in the endemic era, 6.5 billion KRW was allocated for purchasing and remodeling the Water Culture Center, 300 million KRW for detailed design services for the creation of a water performance hall, 200 million KRW for design services for installing a media facade at Andong Dam, 150 million KRW for operating the 3 Major Cultural Areas tour program, and 2.5 billion KRW for expanding and improving the bus information system.
To enhance agricultural competitiveness, 4.1 billion KRW was allocated for agricultural infrastructure maintenance, 800 million KRW for special support to rice farming households, and 400 million KRW for purchasing agricultural machinery for consistent mechanization in main production areas.
A budget was also allocated to transform part of the Songhyeon military base into a citizen healing space. This includes 310 million KRW for constructing a parking lot within the base, 200 million KRW for creating a park around the pond, and 150 million KRW for detailed design of a sports park.
To improve residential conditions in the Gyeongbuk Provincial Government New Town, 1.6 billion KRW was allocated for purchasing land for the complex community site in the second phase of the project, 1.5 billion KRW for purchasing parking lot land in the second phase area, and 700 million KRW for operating the New Town support center.
Projects to alleviate citizen inconveniences were also planned, including 16.3 billion KRW for expanding water supply areas, 9.1 billion KRW for constructing arterial and fire roads, and 5.5 billion KRW for small stream maintenance. Based on the general account, this supplementary budget increased by sector as follows: 55.7 billion KRW in land and regional development, 36.2 billion KRW in transportation and logistics, 29.6 billion KRW in environmental protection, 28.8 billion KRW in agriculture, forestry, marine and fisheries, and 23.9 billion KRW in culture and tourism.
Mayor Kwon Ki-chang of Andong City said, “This supplementary budget was carefully prepared to invigorate the entire region by recovering the livelihood economy, promoting citizens’ health, and revitalizing tourism following the advent of the endemic era. Once the budget is approved, we will immediately begin execution procedures and concentrate administrative efforts on recovering the local economy.”
