Expansion of Transportation Network in Incheon Jung and Dong Districts Including 'Wolpan Line Extension to Incheon Station'... Based on Jemulpo Renaissance

Promotion of Inclusion of the 2nd Airport Railroad in the 5th National Railroad Network Construction Plan
Review of Changing the Starting Point of the 4th Gyeongin Expressway to the Original Downtown Area

Incheon City is set to expand the transportation network in Jung and Dong districts to lay a successful foundation for the revival project of the old downtown area, 'Jemulpo Renaissance.'

The Jemulpo Renaissance project aims to transform Incheon Inner Port (formerly Jemulpo), which led Korea's modernization, and the surrounding old downtown into a cultural, tourism, and industrial convergence city.

On the 2nd, the city announced the Jemulpo Renaissance transportation network construction plan, which includes 11 core projects such as railroads, roads, and parking in the Jung and Dong districts.

The main projects include extending the Wolpyeong Line to Incheon Station, constructing the 2nd Airport Railroad, undergrounding the Gyeongin Line, promoting the Incheon Subway Circular Line 3, building the Bukseong Port to Wolmido road, and expanding public parking lots in Wolmi and Sinpo-dong.

The Wolpyeong Line will be promoted as a national project including the extension to Incheon Station in the existing business plan, and the 2nd Airport Railroad will be replanned and reflected in the 5th National Railroad Network Construction Plan.

The undergrounding of the Gyeongin Line will involve preparing strategies such as a master plan for upper land regeneration, and the Bukseong Port to Wolmido road is planned to start construction in 2026.

Speed will also be increased in expanding roads in the old downtown area.

In line with changes in traffic conditions due to the Jemulpo Renaissance project, the city plans to review changing the starting point of the 4th Gyeongin Expressway (Seo-gu Gajwa IC to Guro Oryu IC), proposed as a private investment project, to the old downtown area to improve accessibility.

Additionally, the Sungin Underpass construction project, aimed at resolving environmental damage such as exhaust fumes and noise caused by vehicle congestion in the old downtown area, is targeted for completion in 2025, and the Bukseong Port to Wolmido connecting road project to solve frequent traffic congestion around Wolmido is planned to start construction in 2026.

Especially, the 'Incheon Road Network Construction Plan Research Service,' starting next month, will comprehensively review future traffic conditions and demand to discover new road networks and develop commercialization plans, securing momentum for road network construction including the old downtown areas such as Jung and Dong districts.

Along with this, to alleviate parking difficulties within the old downtown, including Chinatown, the existing Wolmi public parking lot will be expanded into a multi-level parking lot by the first half of 2026, increasing from 127 to 250 spaces, and the Sinpo-dong public parking lot will be newly constructed as a building-type facility, expanding parking spaces to 122.
