Gwangjin-gu Forms and Operates 'Anti-Corruption Integrity Guardians' Comprising 40 Employees from 20 Corruption-Prone Departments

"A Corruption-Free and Integrity-Filled Gwangjin! We Take Responsibility!"


Gwangjin-gu achieved a 'Grade 2 in the 2022 Comprehensive Integrity Assessment of Public Institutions.' This accomplishment, achieved for the first time in 12 years, instilled great pride in both Mayor Kim Kyung-ho and all employees.


Amid this, Gwangjin-gu continues its efforts in 2023 to maintain a corruption-free and integrity-filled Gwangjin by operating the ‘Anti-Corruption Integrity Guardians’ to establish a proper culture of integrity among public officials.

"Gwangjin-gu Integrity, We Take Responsibility" Kim Kyung-ho, head of Gwangjin District Office, attended an integrity meeting and discussed measures to improve integrity with the staff.

The ‘Integrity Guardians’ are composed of 40 employees from 20 departments identified as corruption-prone areas where integrity practice is especially important, including ▲construction management and supervision ▲permits and approvals ▲finance and taxation ▲grant support departments.


The main activities include ▲improving systems in corruption-prone areas ▲education on proactive administration ▲providing opinions on integrity policies in response to institutional and environmental changes in respective duties ▲offering suggestions related to the establishment of the 2023 comprehensive anti-corruption and integrity plan, leading efforts to raise awareness of integrity.


On the 28th, the district held a ‘Meeting with the Mayor and Integrity Guardians.’


Starting with an opening remark by Mayor Kim Kyung-ho, a senior public servant, the meeting featured an integrity quiz and listening sessions to frontline employees about corruption-prone factors and difficulties, creating a lively atmosphere throughout the one-hour event.


Employees attending the meeting discussed corruption-prone factors related to construction, contracts, grants, and prompt execution with the mayor, emphasizing the need for transparent system establishment, training on handling malicious civil complaints, and spreading a culture of reporting corruption.


The district will collect suggestions and difficulties raised during the meeting, review them within the relevant departments, and proceed with system improvements.


Additionally, in May and October, subgroup discussions will be held for in-depth deliberations on enhancing integrity and improving systems related to corruption-prone factors.

Mayor Kim Kyung-ho of Gwangjin-gu, who spent time communicating with the Integrity Guardians, stated, “Kindness and integrity are two sides of the same coin,” emphasizing, “When you deeply and broadly understand your work and kindly explain it in detail, residents perceive it as transparent and honest.”


He added a message of encouragement, saying, “Let’s create a proper culture of integrity through the active activities of Integrity Guardians who practice it starting with themselves.”
