Gangjin County Council Concludes 8-Day Schedule... Closes the 289th Extraordinary Session

Approval of 33 Agendas Including Supplementary Budget Proposal and Ordinances Proposed by Lawmakers

The Gangjin County Council of Jeollanam-do (Chairperson Kim Bomi) concluded the 8-day legislative schedule on the 30th with the 2nd plenary session of the 289th Gangjin County Council extraordinary meeting.


According to the County Council, during this session, a total of 33 agenda items were processed, including the review of the 1st supplementary budget proposal, 3 budget proposals, 24 ordinances, and 6 other agenda items.

The 2023 1st supplementary budget proposal was approved as originally proposed, increasing from the initially submitted amount of 479 billion KRW by the executive branch to 587.6 billion KRW, an increase of 108.6 billion KRW.


Additionally, 30 agenda items, including the "Ordinance on the Establishment and Operation of the Gangjin County Regulatory Reform Committee," were approved as originally proposed, while 2 items, such as the "Partial Amendment to the Ordinance on the Promotion of Culture, Arts, Local Culture, and Welfare of Artists in Gangjin County" and the "Ordinance on the Operation and Support of the Maryang Nolto Fish Market in Gangjin County," were approved with amendments.


In particular, the budget was intensively allocated to the agriculture, livestock, and fisheries sectors, which face significant economic burdens due to population growth and soaring production costs. During the 2nd plenary session, proposals urging the relocation of the headquarters of the National Agricultural Cooperative Federation and the National Federation of Fisheries Cooperatives to Jeollanam-do, urging improvements in the excessive fee rates and interest collection practices of the Korea Rural Community Corporation, proposals for attracting the Wolchulsan National Park Ecological Exploration Center, and resolutions urging the acceptance and promulgation of the "Partial Amendment to the Grain Management Act" were adopted. Additionally, before the audit of the 2022 fiscal year accounts, the audit committee members were appointed.


Chairperson Kim Bomi said, "I thank my fellow council members who devoted themselves to legislative activities during this session and the public officials who actively cooperated." She added, "As the budget prioritizing overcoming the economic crisis and ensuring public safety has been finalized amid the ongoing economic downturn, I urge each department to promptly execute the budget and carry out planned projects in a timely manner."


She further stated, "I ask the council members to actively strive to reflect the voices of the residents directly related to their livelihoods in the county administration, as expressed through their 5-minute speeches, including the low evaluation of civil service, issues with cloudy tap water, and the management status of hiking trails and parks."
