Busan City has prepared the ‘1st Comprehensive Plan for Industry-University-Government Cooperation (2023?2027)’ to promote collaboration among government, industry, and academia, focusing on connecting companies, universities, and youth and providing practical support through industry-university-government cooperation policies.

‘Ji·San·Hak Cooperation Opens Busan's Future’ … First Comprehensive Plan Draft Prepared The 1st Comprehensive Plan for Industry-Academia-Research Cooperation (2023?2027): Vision and Strategies.

On the 30th at 3 p.m., the city will hold the ‘1st Busan Industry-University-Government Cooperation Council Meeting’ chaired by Mayor Park Hyung-jun in the video conference room on the 7th floor of City Hall, where the ‘1st Comprehensive Plan for Industry-University-Government Cooperation’ will be reviewed and approved.


The Busan Industry-University-Government Cooperation Council is a body that deliberates and advises on major policies and plans related to industry-university-government cooperation in the city. Since February, through public recruitment and recommendations, it has been composed of 15 members including representatives from the economic and industrial sectors, university industry-academic cooperation directors, graduate students, and related experts, who are key players in industry-university-government cooperation innovation.


Starting with this first meeting, the council will serve as a control tower to oversee and coordinate regional industry-university-government cooperation policies.


Since last year, the city has established the 1st Comprehensive Plan for Industry-University-Government Cooperation by gathering in-depth discussions and diverse opinions from various sectors through the Emergency Economic Measures Meeting and the City-University Industry-Academic Cooperation Directors Council.


In this comprehensive plan, the city has set the vision of ‘Industry-University-Government Cooperation City, Busan’s New Future’ and plans to vigorously promote industry-university-government cooperation policies by investing a budget of 1.0993 trillion KRW over five years in four major strategies, 20 promotion tasks, and 97 key projects to realize this vision.


The four major promotion strategies are ▲First, establishing an industry-university-government cooperation support system ▲Second, supporting technology innovation that empowers companies ▲Third, nurturing talent to lead future industries ▲Fourth, inducing university innovation to respond to the future.


◆ Establishing an Industry-University-Government Cooperation Support System ▷ 6 promotion tasks, 28 key projects


The first strategy, ‘Establishing an Industry-University-Government Cooperation Support System,’ includes ▲expanding the functions and personnel of the Industry-University-Government Cooperation Center, a dedicated institution opened in August 2021, to fully perform its role as a hub center and activate governance ▲fully providing and advancing the integrated industry-university-government e-platform service established last December ▲improving the Busan Youth Platform functions to expand youth-tailored services ▲strengthening job matching between companies and youth through Busan-type future jobs and matching jobs for returning and experienced workers ▲activating participation in industry-university-government cooperation through the operation of industry-academic cooperation mileage programs ▲expanding industry-university-government cooperation branches and strengthening the promotion of the industry-university-government brand image to broaden the base and spread achievements.


◆ Supporting Technology Innovation that Empowers Companies ▷ 4 promotion tasks, 25 key projects


The second strategy, ‘Supporting Technology Innovation that Empowers Companies,’ includes ▲supporting corporate technology innovation through projects such as discovering industry-academic cooperation technology demands and linking university resources via industry-university-government connection brokerage ▲promoting digital transformation by establishing regional digital innovation hubs and designating the Busan Digital Convergence Research and Industrial Promotion Complex to create a digital transformation innovation cluster ▲advancing regional strategic industries through building a digital-based rapid shoe manufacturing support system and supporting quality enhancement of mechanical parts using corrosion control convergence technology ▲activating regional specialized industries by establishing and operating the Marine Science and Technology Industry-University-Government Cooperation Center in Dongsam Innovation City.


◆ Nurturing Talent to Lead Future Industries ▷ 5 promotion tasks, 24 key projects


The third strategy, ‘Nurturing Talent to Lead Future Industries,’ includes ▲expanding field-oriented practical education such as the Waterloo-type co-op program where universities innovate existing bachelor’s courses to cultivate excellent practical talent in collaboration with local governments and companies ▲expanding the cultivation of specialized personnel in future advanced industries by operating Busan-type innovative shared universities in future new technology fields where manpower demand is rapidly increasing ▲cultivating high-quality digital core talent required by the industry through the Busan Digital Innovation Academy and quantum information technology training to nurture industry-specific core talent in the digital field ▲training advanced talent in regional strategic industries through degree-linked programs such as power semiconductor device manufacturing and ‘BB (Brain Busan) 21 plus’ ▲nurturing talent in regional specialized industries through marine finance specialized convergence courses educating shipping, finance, and shipbuilding, and blockchain-based fintech convergence security core talent training.


◆ Inducing University Innovation to Respond to the Future ▷ 5 promotion tasks, 20 key projects


Lastly, to ‘Induce University Innovation to Respond to the Future,’ the city plans to ▲restructure university support systems and expand regional-led university financial support to build and expand support systems for regional university innovation in response to local university crises ▲support university-specific specialized projects utilizing strengths such as ICT-based smart aquaculture clusters and marine new industry innovation convergence campuses ▲create industry-university cooperation hub clusters by concentrating companies and research institutes on university idle sites for future industry growth ▲foster research-oriented universities in science and engineering fields by expanding regional innovation leading research centers and key university research institutes in science and engineering ▲expand the establishment of university research centers in ICT fields such as ‘ICT Research Centers’ to lead ICT convergence industries.


Mayor Park Hyung-jun said, “Over the past two years, we have rapidly promoted industry-university-government cooperation policies to overcome the crises faced by local universities and companies, and recently visible results have emerged,” adding, “Busan City will vigorously implement the ‘Comprehensive Plan for Industry-University-Government Cooperation’ to lead industry-university-government cooperation and open a new future for Busan through this cooperation.”
