Ulsan, Pohang, Gyeongju Haeoreum Alliance Reorganizes for Leap to National Economic Hub

Ulsan and Gyeongbuk Research Institutes Conduct Urban Development Strategy Study

The three cities of Ulsan, Pohang, and Gyeongju in the Haeoreum Alliance are devising a development strategy to emerge as a new economic center of South Korea.


On the 30th, the three cities plan to sign a written agreement with the Ulsan Institute and the Gyeongbuk Institute for the ‘Haeoreum Alliance Urban Development Strategy Research’.


This research project is being promoted to analyze the achievements of joint cooperation projects conducted since the alliance was formed, establish a super-regional urban development strategy to realize region-led balanced development, and discover various projects.


The Ulsan Institute and the Gyeongbuk Institute will jointly conduct the research until December.


The main contents include ▲ analysis of the current status and internal and external conditions of the Haeoreum Alliance cities ▲ analysis of the achievements of joint cooperation projects and review of promotion plans ▲ establishment of a super-regional vision and development strategy for the Haeoreum Alliance cities ▲ discovery of super-regional strategic projects and development of win-win models.


Once this research is completed, the three cities plan to actively promote the super-regional joint cooperation projects derived from the study.


Kim Doo-gyeom, Mayor of Ulsan, said, “Through this research project, we hope to derive cooperation methods that can contribute not only to strengthening the alliance but also to mutual growth as a super-regional economic community and to national balanced development.”


Lee Kang-deok, Mayor of Pohang, said, “At a time when super-regional cooperation is necessary to lead the Fourth Industrial Revolution, we will discover win-win projects to help the Haeoreum Alliance leap forward as South Korea’s new industrial capital.”


Joo Nak-young, Mayor of Gyeongju, also said, “We will discover and promote strategic projects that enable common development for the three cities, and we will join forces to expand into a super-regional cooperative economic and industrial community based on mutual respect and trust.”


The Haeoreum Alliance is an administrative consultative body formed by the three cities of Ulsan, Pohang, and Gyeongju, which were linked as a living area following the opening of the Ulsan-Pohang Expressway in June 2016.


Since the alliance was formed, several win-win councils have been held to discover and promote sectoral cooperation projects, and currently, 30 projects in four sectors are being jointly promoted.


At the win-win council held in Gyeongju in October last year, five core strategic agendas for a super-regional economic and industrial community were jointly announced, and the ‘Haeoreum Alliance Win-Win Council Joint Agreement’ was signed to pledge cooperation.
