From April, Construction New Technology and Patent Platform Automatically Selects Optimal Construction Methods

From now on, all construction projects using specific construction methods implemented by the Regional Land Management Offices and Land Management Offices under the Ministry of Land, Infrastructure and Transport will select the optimal candidate methods through an information system.

The Ministry of Land, Infrastructure and Transport announced on the 29th that it will officially operate the Construction New Technology and Patent Platform (hereinafter referred to as the platform), which has been piloted since December last year, starting April 1.


Before the establishment of the platform, there was no internet-based information system to solicit and select candidate specific construction methods, making it difficult to identify and select the optimal methods suitable for various construction projects. There were issues such as the duplication of selecting the same methods by some Regional Land Management Offices and difficulties in the entry of excellent technologies such as new technologies.


The Board of Audit and Inspection also pointed out the need to build a related information system to enable efficient and fair selection of candidates for review through the 2021 audit of the specific construction method review system.


Accordingly, the Ministry of Land, Infrastructure and Transport has been piloting the platform to systematically and transparently select specific construction methods, which are implemented in over 1,000 cases annually (worth more than 160 billion KRW).


The platform automatically selects the top six optimal methods based on the database (DB) of methods registered and applied by companies according to the specific construction method selection and application procedures announced by the Regional Land Management Offices. Among these six, at least two are new construction technologies, and the rest are excellent methods such as patents. Then, the Regional Land Management Offices evaluate the six candidate methods through their respective technical advisory committees, assessing technology (80%) and price (20%), and select the optimal method.


Technology developers or companies wishing to participate in the selection of specific construction methods can access the Construction Project Information System platform and apply according to the recruitment announcement procedures. Kim Gyu-cheol, Director of Technology Safety Policy at the Ministry, stated, "With the operation of the platform, participation opportunities for technology developers will expand overall, excellent technologies will be promoted, and transparency in the review process will be enhanced." He added, "We will continue to actively promote the development and improvement of systems to facilitate the development and application of outstanding construction technologies."
