Gyeonggi-do to Announce 'Original Residents' Livelihood Measures' for Large-scale Housing Projects by August Gyeonggi Provincial Government Gwanggyo New Office Building

Gyeonggi Province is conducting a study to develop livelihood support measures for original residents who have lost their living bases due to public housing projects such as the 3rd New Towns.


On the 27th, Gyeonggi Province announced that it will carry out the "Study on the Promotion Plan for Resident Support Measures in Public Housing Districts" through the Gyeonggi Research Institute (GRI) until the end of August.


This study follows the revision of the "Special Act on Public Housing" in August last year, which allows provincial governors, mayors, county heads, district heads, or public housing project operators to establish support measures for original residents who have lost their living bases due to public housing projects of a certain scale or larger.


The current enforcement decree of the Special Act on Public Housing permits vocational retraining or job placement services in housing districts with an area of 100,000㎡ or more. Additionally, for areas of 500,000㎡ or more, it stipulates that corporations or organizations composed of original residents can receive additional support for income-generating projects such as removal of obstacles or relocation of graves.


However, since the establishment and implementation of support measures are at the discretion of local governments or project operators (such as LH, GH), the burden of costs and responsibility are unclear. Furthermore, disagreements have arisen between residents and project operators regarding the scope of income-generating projects that can be entrusted to resident organizations. Consequently, difficulties in implementing the system have been pointed out, highlighting the need for detailed implementation guidelines.


Accordingly, through this study, the province plans to investigate similar past cases of resident support measures such as the Innovation City Act and the Provincial Government Relocation Act, and prepare support plans suitable for local conditions to propose to project operators. Opinions from related local governments, residents, and project operators will also be collected, and amendments to laws and regulations will be suggested to the central government.


Currently, there are 59 public housing district projects under development in Gyeonggi Province. Among them, 54 districts are subject to support under the Special Act on Public Housing: 10 districts, including Siheung Jeongwang, have areas between 100,000㎡ and less than 500,000㎡, and 44 districts, including Namyangju Wangsuk of the 3rd New Towns, have areas of 500,000㎡ or more.


Park Hyun-seok, head of the New Town Planning Division of the province, emphasized, "Based on the study results, we will propose reasonable standards for resident support measures and support the securing of the system's effectiveness and stable settlement."
