The People Power Party has taken the initiative to accelerate the redevelopment of first-generation new towns by proposing the 'First-Generation New Town Special Act,' which includes measures to promote the redevelopment projects of these aging new towns.


Song Eon-seok, the senior deputy floor leader of the People Power Party, announced on the 24th that he had introduced the bill for the 'Special Act on the Redevelopment and Revitalization of Aging Planned Cities' as the main sponsor. The enactment of the First-Generation New Town Special Act was also a campaign pledge of President Yoon Seok-yeol during his presidential candidacy.


The bill includes provisions for the state and local governments to establish a system for setting basic policies and plans for aging planned cities. The scope of the bill applies to aging planned cities nationwide, specifically areas of 1 million square meters or more developed under the Land Development Promotion Act, which have been established for over 20 years and meet criteria set by presidential decree. It allows for exemptions and relaxations of safety inspections, as well as special cases for land use changes and increases in floor area ratios.

Additionally, to reduce confusion in the real estate market, the bill mandates local governments to formulate concrete relocation plans and allows the government to provide support. To minimize project delays and enable swift redevelopment, the bill also introduces simplified approval procedures through integrated reviews and establishes systems for a single project implementer and a general project manager.


Earlier, on the 10th, Won Hee-ryong, Minister of Land, Infrastructure and Transport, attended a policy meeting of the People Power Party at the National Assembly and reported on the special bill. After the report, Minister Won told reporters, "Since this is entirely a matter under the jurisdiction of the National Assembly, we decided to proceed with a member-initiated bill first. Government legislation would take too much time," adding, "There are no major disagreements between the ruling and opposition parties." On the 21st, Minister Won also visited Ilsan in Goyang, Gyeonggi Province, a first-generation new town, to conduct an on-site inspection of the aging planned city and hold a meeting with residents.


Song, who introduced the bill as the main sponsor, stated, "We will actively cooperate with the government and opposition parties to ensure the prompt enactment of the special act for the redevelopment of first-generation new towns and other aging planned cities, which is a promise made to the people, and we will do our best to ensure that citizens can feel the results of the redevelopment of aging planned cities."
