Gyeonggi-do Proposes to Ministry of Land, Infrastructure and Transport to Improve 'Construction Supervisor Designation Method' Gyeonggi Provincial Government Gwanggyo New Office Building

Gyeonggi Province has proposed to the Ministry of Land, Infrastructure and Transport a plan to allow building owners to contract with multiple candidates for construction supervisors, rather than using a single designated supervisor system, to ensure thorough supervision through competition among supervisors.


According to Gyeonggi Province on the 21st, small-scale buildings of 200㎡ or less that are directly constructed by the building owner (direct construction) or buildings used as residences (apartments, multi-family houses, etc.) regardless of size fall under the category of ‘construction supervision designated by the permit authority (mayor or county governor).’


In this case, if the permit authority arbitrarily designates one supervisor from the list of construction supervisors recruited and managed by Gyeonggi Province and notifies the building owner, the building owner must enter into a contract with the designated supervisor. For buildings exceeding 200㎡, except those used as residences, the building owner directly designates the construction supervisor.


Although the permit authority is responsible for designation to prevent unqualified supervisors from being appointed by the building owner, notifying only a single candidate causes the building owner to bear the burden of issues such as excessive supervision costs.


If agreement or negotiation between the building owner and the designated construction supervisor is delayed or fails, resulting in no supervision contract, the building owner suffers damages such as construction delays, and the permit authority faces administrative waste due to the need for re-designation or cancellation of the supervisor.


Accordingly, the province proposed a method where multiple supervisors are designated first, and then the building owner contracts with one (building owner’s choice). The idea is for the permit authority to designate multiple candidates and give the building owner the option to choose.


Goyongsoo, Director of the Architectural Design Division of the province, explained, “If this improvement proposal is accepted, it will provide building owners with limited opportunities to choose and help establish reasonable supervision costs and solid supervision through competition among construction supervisors.”
