Fast and Accurate River Dredging Volume Survey Using Drones, Utilized in River Dredging Construction to Reduce Budget

3D Modeling and Simulation of a Total 3.7 km Section of Jungnangcheon to Predict and Design Dredging Volume

Various Applications Including Road and Sports Facility Management within the River and Risk Prediction of Aging District Heating Pipes




Nowon-gu (Mayor Oh Seung-rok) announced that it will be the first in Seoul to use drones for measuring river dredging volume.


Until now, river dredging volume has been measured either by direct human surveying, which requires a lot of time and effort, or roughly estimated based on experience to place construction orders. Although the roughly estimated construction cost is recalculated to an accurate amount upon project completion, deriving construction costs based on scientific evidence allows for efficient budget use according to budget execution plans, contributing to securing the economic feasibility of the project.


Accordingly, the district decided to use drones to measure the dredging volume of Jungnangcheon for flood prevention during the summer season. This is to reduce the budget through efficient use enabled by fast and accurate dredging volume measurement.


The district conducted 11 field trips to photograph a total 3.7 km section of Jungnangcheon for dredging volume measurement. A total of 10,397 photos were taken, and about 1,051 carefully selected photos were used to create a 3D model. Based on big data acquired by drones, the real world was simulated in a digital space, and dredging volume was predicted and designed by analyzing water surface height, highest points, area, and volume in a space more realistic than reality.


In particular, this Jungnangcheon drone survey was differentiated by using drones equipped with RTK (Real Time Kinematic) modules to improve matching errors and enhance precision. Also, unlike previous drone surveys conducted inland at construction sites, this survey was conducted over the water surface.


Starting with this river dredging volume measurement, the district plans to expand the use of 3D modeling maps for maintenance and management tasks such as bicycle and pedestrian roads and sports facilities within the river. Additionally, since there was a case last December where residents suffered great inconvenience due to the rupture of aging district heating pipes along Jungnangcheon, the district plans to use drones equipped with thermal cameras to inspect district heating pipes and work to prevent pipe ruptures.

Meanwhile, in October 2021, the district established a smart safety management system based on AI technology using drones. It conducted safety inspections of hard-to-access places such as religious facility steeples, steep slopes, the silo dismantling site at Kwangwoon University Station, and tower cranes. The drone operation technology and 3D modeling analysis have been benchmarked by other districts. The district plans to build a so-called ‘Nowon-gu Digital Platform’ that models the entire district in 3D, to be used not only in safety but across all district administration.


Mayor Oh Seung-rok said, “We are making various attempts to utilize drones in safety management systems and district administration,” adding, “We will become a smart Nowon leading with creative and pioneering policies that improve work efficiency and reduce budgets.”

Aiming to Enhance Residents’ Learning Capabilities for the Future Era through Basic Concepts and Usage of ChatGPT





Seongdong-gu (Mayor Jung Won-oh) announced that it will hold a special lecture on conversational AI ‘ChatGPT’ at 10 a.m. on the 25th at the Dokseodang Humanities Academy Center in Geumho-dong.


‘ChatGPT’ is an AI that learns from a large amount of natural language data and, based on that data, performs natural language processing in a conversational form by generating sentences, currently used in many fields.


This ‘ChatGPT’ special lecture is expected to be very helpful in cultivating the ability to actively respond to changes in the times by learning basic knowledge of the latest technology, understanding various practical cases, and practicing hands-on.


Participation in the lecture can be applied for on the Seongdong-gu Office website, and anyone who is a Seongdong-gu resident or a worker or university student in the area can apply. For more information about the lecture, contact the Education Support Division.


The Seongdong-gu Lifelong Learning Center plans to operate various courses so that residents can quickly access and utilize the latest information and technology for future capability development, including classes on ChatGPT and the metaverse.


Mayor Jung Won-oh said, “Knowledge and skills related to various fields of artificial intelligence are now essential capabilities in the present era, not the future,” adding, “Seongdong-gu, responding to the flow of changes with various learning programs, will continue efforts to enhance residents’ ability to respond to new technologies.”
